Zellhoefer, Right'of Way Agent' Subject: Foothill Expressway 1 - Parcel 2821-17 • Gentlemen; ' Your letter of July 20, 1964 addressed to Mr. Hodge,. and concerning land values southerly of Junipero Serra Boulevard was assigned to the undersigned for answer. Our Appraisal Section made an appraisal dated June 1, 1963 of all of the parcels required for the Foothill Expressway Unit 1, which extends from Page Mill Road to Arastradero Road. Several of these parcels were quite comparable to the parcels acquired by your City for the construction of the new portion of Hillview Avenue. Their zoning, contours and size were quite similar and in two cases our parcels and your subject parcels consti- tuted portions of the same current parcel., Our Staff appraisal for the above parcels was at the rate of $25,000 an acre; and since the appraisal date closely approximates the date of your acquisition, it might well serve to estab- lish a realistic value for the parcels which were the subject of your letter. Official Title City Engineer City Controller • * The design ADT, 8,000, on Hillview Avenue is lower than the present ADT, 11,400, because Foothill Expressway which is currently under construction will provide an alternate, parallel, and more direct route than Hillview. The total width of 48' with no parking at any time was constructed because of the general development in the area. Hillview goes through a section of the Stanford Industrial Park. It is zoned for low density light manufacturing with a minimum set back of 100', a minimum lot size of five acres, and a maximum building cover- age of 20%. The off-street parking requirements will provide for 100% of the parking needs. The Stanford Industrial Park is a campus type development which features no on -street parking within the entire development. The land is leased by Stanford University to the various users and is being developed with a minimum of building coverage and a maxi- mum of landscaping. The City of Palo Alto has a long standing standard of 11' travel lanes. This standard has been used on numerous major arterials within Palo Alto that were improved with 2107 funds. Arastradero, Charleston, and Middlefield are some of the most recent construc- tion jobs using an 11' travel lane. • •
