A STATE II>RATORit14 ON THE FILLI.:; or 'M BAY
WHEREAS. at its meeting of February 28, 1964, the Associ•
ation of Bay Area Governments will consider a proposal to
support a moratorium on filling San Fr&nciaco Bay.
NOW. THEREFORE, the Council of the City of Palo Alto does
IISOLVE as follows:
S§CTIO!f 1. That the Council favors and supports a State
moratorium on the filling of San Francisco Bay for two years
with the Association of Bay Area Governments being designated
as a special Btudy commission to study the problem and to
implement the moratorium.
Sl!fTIQN 2,. That the Council urges and supports the
adoption of legiolati~n which would provide funds to reacquire
Baylands heretofore disposed of by the State of california and
to purchase other private property in the bey.
SECTION 3. That projects already adopted in Master Plana
of local agencies and on record with the Association of Bay Area
Governments shall be the sole exception to said State moratorium.
SECTION 4. That the United States Army Corps of Engineers
be commissioned to work with the Association of Bay Area Cove~
menta Planning Study and to define the boundaries of the Bay.
SECTION 5. That the Association of Bay Area Governments
Planning Study during said moratorium should include a study
of the effect filling the bay will have on water pollution, fish
and wild life, recreation, navigation, helpful and needed
reclamation and climate.

SICIJOR 6. That Councilman Frances Diaa the City's
repreoentative in the Association of Bay Area Covernments
deliver a certified copy of this resolution to the Aaaociation
at its meeting ~f February 28, 1964, and vigorously support
the City's position set forth herein.
