WHEREAS, the public interest and the pr~bl1c neceassity demand certain pu.blic municipal improve- ments for th& Cit7 of Palo Alto, to-wit: the acquisition, ~onat~~otion and completion of an hospital building tor the City of Palo Alto, the coat of whieh will be too great to be paid out ot the ordinary income and revenue of said City, ·which public interest appears 8nd whiCh necessity arises from the following facta: That the propos! tion fol' the e.oquis!tion, construction and completion ot an hospital building for said City is a public interest and necessity, tor the reason that the present hospital building is an old, wooden frame building with a present fire hazard dangerous to the inmates of said building in case or fire and is ent1»•ly inadequate for the use of the public and the inhabitants of said City; and, Seo. Z~ ~~EREAS, the Council of the City of Palo Alto, being the legislative branch of said City, contemplates the acquisition, construction and completion cf an hospital building for the City of Palo Alto, the cost of which will be too great to be paid out or the ordinary income and ruvenue of said Cit'J, and for this purpose has had plana and eatim~ttes of the cost thereof n1ade by competent engineers, who have had succesdul exper1enee in said work, which plsn8 and est1matea have been examined and approved as a systematj,c and com- prehensive plan for the acquia1~1on, construction and completion or an hoapi tal b\l:tlding for the City ot Palo Alto, the cost ot which will be too great to be paid. out or the ordinary income and revenue or said City, and which plans and estimates for ea1d work are hereby approved by this Council; and whereas according to said plans and estimates, the estimated cost ot the ac-iu1s1t1on, construction and completion of an hospital building for the City or Palo Alto is the sum of $250,000.00 in gold coin or the United States, which said sum th1u Council finds to be an amount too great to ba paid out of the annual income and revenue of said City: Sec. 3. NOW, THEREFORE, the Council or the City ot Palo Alto, being the legislative branch ot said municipality does by this resolution determine that the public interest and public necessity demand the acquisition, construction an~ completion or an hospital building for the City of Palo Alto, the coat of which will be too great to be paid out or tho ordinary income end revenue of said Cit7; and said Coancil doG& hereby further determine that all necessary and proper proceedings be and the same shall be taken and had for the creation ...... :n ~ --1 ~ I ! .......
