The Council of the Uity ot Palo Alto DO RESOLVE aa toll.ow a: WHEREAS, the 01ty F.ngino~r ot the C1ty ot Palo Alto has pre9ared plans tor the separation ot gradea and the ~oaatruction ot a subway at the crossing or Embarcadero Road w1th the Southern Pacific right-of-way, wh1oh plans contemplated the use or the Embarcadero Road for aa1d purpose, and prov1di.ag for a subway 38 feet wide, tor vehioula:r travel, two a1dewal1ca, one on each aide, 6 feet wide. with four foot columns; and WHEREAS, the engineers ot the Southern Pae1f1c Company prepared plans for said •erk, uaing only the aoutherl7 halt or the Embarcadero Road, and 18 teet ot Blook l or the ~eale Addition to the City of Palo Alto tor the oonetru.etion or A subway under a plan providin8 for 22 feet tor vehicular travel, two sidewalks, one on each side, 12 feet wide, with 4 rt. 6 inch columns; and, WHEREAS, the Park Commission of the City of Palo Alto has submitted a tentAtive plan9 endorsed by the trustees of the joint Union High ~chool of said City, for the con1truct1on ot a highway providing for 37 feet tor veh1culait travel, two sidewalk•, one on ~•ch side 9 feet wide, with columns of 4 teet, and suggesting that no part ot Embarcadero Hoad be used for se.1d work, but that 1a1d aubwa1 be constructed by the uae ot the central portion ot aa1d Blook 1, and by the acquis1t1on ot the neceasar~anda to be taken from the High School lands on the southerly aide ot Em'bs.rcadero Road; a.nd WHEP.EAS, at a joint meeting ot Committee No. 1 of the City council, the Board of Pu~l1c Works and the trueteea ot the Un1zm High ~chool of the Cit7 ot Palo Alto, held on the 13th day of April, 1928, 1t was recommended that the third p'lan, to be known aa the High School plan, lastly mention~d above, should be ueed for the oonatructlon ot said subway, on account or the following tacts brought out and conaidered at said joint meeting: (a) 'l'hat the roadwa1 proposed for vehicular travel by the plans or the engineers or the southel'll Pacific Compan7 would shortly become inadequate to oarl7 the traffic that would.pass through th1s subway·. J.n this connection it is to be noted that the population and ~s1neas upon the Peninsula are 1A1.0reasing rapidly. '• ] j ,, '.". : ] ' 1 ;·- f ~ I • '· --·~---~-,~ ........ -.. -·o·•""'•,.•-...,.. . ., ... ,,, ..... _ _.,.... __ . _ _.........., _ __...~,..,,,.,,,.,_._.....,._._.., ___ ,,,._. __ ,~...------=44 azW~~L ···· l.JNIZ • [~ f - I [ .... .... ~ .. \b) That the plan proposed by the h'ng1neer•s office or the City ot Palo Alto would take all or the ro&dway of the Embarcadero Road between High ~treet ond Alma St~eet, and all the Embarcadero Road to the term1.nat1on of the subway on the Embarcadero southwesterly of the ~outhern Eac1tio right ot way; that the eonatruot1on of th1a subway would cauae damages tor separation ot grades and loss of use ot th~ roadway ot aaid Embarcadero Road, to tho property ownera on the northerly aide of ea1d highway; that there would al30 be large costs tor the rGMOYal ot service pipes now lying 1n said roadwa7; and construction ot a au'bway under the Cit~ Bng1neer1a proposal would be more ooatly and fac111t1ea tor travel no better than those ottered by the con•truotion ot a subway under the High School plan: (o) That the construction ot a •ubway under the High School plan would not neoeaaitate the abandonment ot the Embaroadoro Road, except that portion over the crossing ot tho ~uthern Pao1!1c track; that there would be no property damages, and that the greatest tac111tiea tor travel would be met adeq,uatal7 not only tor the present, but t.or .a number ot years to oome, thus providing tor the increased travel Lut1cipated through this eubwa7; that the oonatruct1on or this w.bw11.7 would be 1a.ne and safe, especially so in relation to studenta attending the Palo Alto Un1~n High ~chool. !'lat the relative coats of the :respective projects are aa tollowe: Under the plan• of the engineers or the ~outhern Pacific •••••••••••••••••••••••••••••• fl13,000 •. 00 Under the Plana of the City Engineer ••••••••••••••••••••••••••••• 165,000.00 Undor the plans proposed by the Park Commission and the trustees ot the Union High ~chool •••••••••••••••••••• !30,000.00 NOW THEREFORE, this Council 1'1nds that the above recital or tacts, 1n its opinion, 1a true, and this council does hereby endorse the third tentative plan approved and submitted by the joint committees above mentioned, tor the conatruction ot a subwa7, using Blouk 1, and a portion ot the High ~ohool grounds therefor; and recommends ta the Railroad Commission, ot the ~tate ot Ca11forn1a, that aaid subway be constructed along said linea, under plans and apeo1f1oations to be adopted therefor.
