completion of the project and payment of all costs and expenses
thercor, and all costs of maintenance and operation of the improve-
ments oonducteo. in said prooeed1ngs hav~ been paid out of the Sewer
F'J.nd of the C1ty sinoe the completion of said improvements in 1952 •
