s truct1on of grading, paving, curbs, gutters, sidewalks, drive-

sewers, water mains and appurtenances 1n and adjacent to said

directed to publieh onoe a-week t'or two weeka 1n the Palo, Alto
Times, a newspaper published and circulated in said City a
not1oe inviting sealed proposals or bide tc;r the construction
or eaid improvements, and referring to the plans and specifi-
cations on file in the offi~e ot said Clerk, the first of which
publ1cat1oria ah.all be at least fou:rteen dai•', prior to the time
fixed for opening bide.
All proposals or bids shall be accompanied by a cashier's
or certified oheok payable to the order ot the City amounting
to ten per cent of the bid, or by a bond in said amount and
~a.Jable to oaid Cit)' 11gned by the b1d<1er and a corporate
surety or by the bidder and two sureties who shall justity be-
fore any ofticer competent to administer an oath, in double
said amount and over and above all statutory exemptions. said
check shall be forfeited or aaid bond shall become payable to
said City 1n case the bidder depositing the same does not,

within fifteen days atter written notice that the contract has
been awarded to him, enter into a contract with the City.
Said sealed proposals or bids shall be delivered to the
City Clerk at a time and place to be t1xed by the Clerk, said
time to be not less than fourteen days from the time of the
first publioat:t.on of said notice. Bids wlll be publicly opened,
examined and declared on said day and hour by the City Manager,
in the Council Chambers, City Hall, who shall report to the
Council hia findings, which findings shall be considered by
said Council at its first meeting following the opening or said
bids.
