time fixed for opening bids.
All proposals or bida shall be accompanied by a
caahier•s or certified check payable to the order of the City
amounting to 1()% or the bid, or by a bond in said amount and
payable to said City, signed by the bidder and a corporate
surety or by the bidder and two sureties who shall justify be-
fore any oft1oer competent to administer an oath, in double
said amount and over and above all statutory exemptions •
Said sealed proposals shall be delivered to the City
Clerk at a time to be fixed by the Clerk, said time to be not
less than ten days from ·;the time ot the 1'1rat publication of

day and hour by the City Manager, in the Council Chambers, City
Hall, who shall report to the council his findings, whioh find-
ings shall be considered by said Council at its first meeting
following the opening of said bids~
