WHEREAS, on December 12, 1960, t his Cou ncil adopted its Roso-j
Ilution No. 3312 of Preliminary Deter mination and of I nte,i.ion ' to
'Make Changes and Modifications, wh erein it did prelimi narily deter-'
mire that the pu blic interest, conve.iie nce and necessity require,

dsly given of the time and pla ce when and where said Council will
consider and finally deter mine w he ther the pu blic intcres , co nen-
lence and necessity re quire said chances, an d when a nd where
nons11cr and finally act upon the matter of m aking, said coan es ar',e
mo dification ; an d when and where it w ill hear all protests in rela-
tion ther eto ; an d

No. 3312 of Preliminary Determination and of Inte ntion to Make
Changes and M.o rifications adopted by this Co uncil on December 12,
