The City Council of the City of Palo Alto met on this date at 7:30 p.m.
in a regular meeting rin the Council Chambers, 250 Hamilton Avenue, Mayor
Herder on presiding.
PRESENT: Eyerly, Fazzino, Fletcher, Henderson, Levy, Renzel,

MINUTES OF SEPTEMBER 16 1980
Councilmember Fletcher requested that on page 193, fourth paragraph,
Bob Moss' comments be corrected, in the eighth line from the bottom of
the paragraph, to read "...traffic rerouting, diverters, and encouragement
of public transit."
Councilmember Witherspoon corrected page 196, second paragraph, last line,
to read '...does it state how the City woad look in 1990."
MOTION: Councilmember Fletcher moved, seconded by Witherspoon, that the
minutes of September 16 be approved as corrected.
The motion passed on unanimous rote, Councilmember Brenner absent.
ORAL COMMUNICATIONS
1. Robert G. H€ -riot, 140 Churchill, addressed Council regarding
the restrictions on expanding a structure on a non -conforming
property in the R••2 zone and submitted a letter which is on
file in the City Clerk's Office, explaining his situation.
2. Bernice D. Giovanni, 632 Chimalus, addressed the Council re-
garding zoning in her area.

in this item due to conflict of interest since Stanford University is, or
has been, their employer.
Councilmember Fazzino summarized the Committee's discussion of this item
and presented its recommendation.
MOTION: Councilme ber Fazzino moved, on behalf of the Policy and Procedures
Committee (Reuel voting "no" in Committee and Witherspoon not participating)
that the subject of the Stanford Annexation not be pursued further at this
point.
Mayor Henderson stated that he had no cards from the public wishirog to speak
on this matter.
Counci bber Renzel noted that at the Committee meeting a major point made
by the residents was lack of notice of the Committee discussion.
Councilmember Fazzino said that was correct at the first hearing in Committee,
but at the October meeting it was agreed that staff reports old be sent to
interested persons at Stanford in advance and that did occur.

Mayor Henderson said they would divide the motion for purposes of voting.
MOTION PASSED - ITEM A: Motion passed unanimously, Councilmember Brenner absent.
With regard to Item B, Mayor Henderson said that scheduling Executive Sessions
for 6:00 p.m, on Mondays would create a hardship for certain people and could
in the future eliminate Council candidates who had to commute to jobs outside
Palo Alto. He would like to preserve flexibility in scheduling Executive
Sessions.
SUBSTITUTE MOTION - ITEM B: Councilmember Eyerly moved, seconded by Henderson,
that Executive Sessions be scheduled for 7:00 p.m., with Council meetings on
those nights to start no later than 8:00 p.m.
Counciirnamber Reuel said she hated to see the Council locked in on this and
would hope Council meetings could start no later than 8:00 p.me and if there
was a need for the Executive Session to continue later or after the regular
meeting, this could occur. She noted that Councilmember Brenner had told
her that a 6:00 p.m. Executive Session schedule would be impossible for her.

Councilmember Witherspoon spoke to Item H and the role of the Mayor in deter-
mining how long Oral Communications would be allowed to continue and limiting
speakers to five minutes each.
AMENDMENT - ITEM H: Councilmember Levy moved, seconded by nenzel, to remove
the words "for twenty minutes" so that Oral Communications would occur
immediately after Roll Call. And the only limit mould be five minutes per
smoker.

ANIMAL SERVICES ORDINANCE
Mayor Henderson said Bill Burke of the Animal Services Division has submitted
some proposed changes to PAMC Chapter 6 of the Municipal Code, most of which
are minor in nature.
Councilmember Fletcher inquired about the restrictions re age of animals
handled by Animal Services, on page 3 of Attachment A, Mr. Burke replied
that the procedure for the last two years has been that Animal Services
cannot handle animals below eight weeks of age.
Councilmember levy raised questions about the barking dog provision of the
ordinance and Mr. Burke replied that was handled under the noise ordinance.
Mayor Henderson reviewed the history of this item, noting that he agendized
it after attending an Intergovernmental Council meeting and hearing about
proposals for amending the County ordinance. As a result, it was referred
to staff who was responding this evening to that request. The criteria for
barking dogs is ten minutes continuous barking.
Councilmember Levy asked about the number of persons who could complain
and have the complaint acted upon. City Attorney Roy Abrams said as with
any violation, the officer must hear the violation and be present. There
is no way a dog owner could be prosecuted simply on the basis of a neighbor-
hood complaint. He quoted the fines for succeeding infractions,
Virginia Kolence, 3591 Louis Road, said the proposed law is an invasion of
property and privacy rights and is unenforceable.
Kay Bushnell, 755 Northampton Drive, said as a long time supporter of Animal
Services who was involved in setting up the spy/neuter clinic, she had
some concerns about the proposed amendments.
MOTION: Councilmember Fazzino moved, seconded by Renzei, to refer the
proposed amendments to the Animal Control ordinance to the Policy and
Procedures Committee for complete review.
Lise Giraud, 2200 Byron, urged Council to be open to citizen input.
Melita Mostyn, 1559 Foraiham Court, Mountain View, was called upon but was
not present.
Virginia Shetchick, Californians for Humane Legislation, 301 Leland Avenue,
Menlo Park, said she had many citicisms to make at the appropriate time.
Mayor Henderson said it would be helpful to get those comments in writing
prior to the Committee's discussion.
Councilor Fat.zino confirmed that the discussion would take place at the
Committee meeting of November 18.

RESOLUTION OF APPRECIATION TO ASSEMBLYMAN VIC CALVO
MOTION: Mayor arson introduced the following resolution and moved,
seconded by Sher, its adoption:
RESOLUTION NO. 5651 entitled, "RESOLUTION OF THE COMM OF THE
CITY OT PALO ALTO HONORING VICTOR CALVO, ASSEMBLYMAN: 21ST DISTRICT"
Mlayor Henderson said he would present this resolution to Assemblyman Cairo
at a special reception to be held next weekend.

PLANNING COMMISSION RECOMMENDS RE

Councilmember Fletcher said she would like to make a motion which addressed
earlier discussions and her concerns about uses in the downtown area.
MOTI(N: Councilmember Fletcher moved, seconded by Henderson, that the
following wording be added to the Urban Design Fle 'ent on page 39:
1. Add a new Program 17A that reads: "Study a zoning ordinance
requirerent that ground floor uses in sections of the
University Avenue Business bistrict be restricted to uses
contributing to retail vitality."
2. Add a new sentence to the text, in the right column, at the end
of the first paragraph that reads: "Consideration should be
given to supplementing the pedestrian zone design regulations
with a requirement that ground floor uses in sections of the
University Avenue Business District be retail oriented."
Councilmember Fletcher said she was very concerned about the gradual loss
of retail establishments such as markets in the downtown area. There
are many problems in addition to the hardship to seniors with the loss
of food stores. Retail merchants cannot compete for limited space. She
felt thoy were at a critical turfing point and needed to take early
action.
Councilmember Eyerly said he felt the request was a bit stringent. He
recognized it as a problem, but he felt housing in commercial `ones was
more of a problem. He felt the whole subject needed more workand that
the thrust of the motion was incorrect.
Councilmember Levy said he felt the success of a downtown lies in its
diversity. It includes some areas not easy tc, classify such as libraries,
churches, motion picture houses. To insure diversity, it is necessary to
have uses which attract the most number of people to the area. He said
he would Prefer that the second part of the motion say, "...retail or
personas service oriented.P He felt there needed to be a balance of
services provided in a downtown area and t'iat banks and savings and loans
do provide customer service.
Councilmember Fletcher agreed to add the words "or personal service" to her
motion.
AMENDMENT: ::ouncitmamber Levy weaved to amend the motion to say, "Study a
zoning ordinance requirement that ground floor uses in sections of the
University Avenue Business District be restricted to uses which would
attract the most numbers of consumers to the area."
The amendment died for lack of a second.

part separately:

Councilmember Fletcher said she wanted to point out that the second part of
her motion says "sections" of the District.
Councilmember Renzel said she felt the wording was very broad. It says
"consideration should be given..." and she was comfortable with that
wording.
Mayor Henderson asked for clarification of the words "personal services."
Does that extend to banking?

He was thinking of shoe repair shops, dry cleaners, restaurants, perhaps
travel agents, libraries.
Mr. Knox said the Zoning Ordinance defines "personal service" as "A use
providing services of a personal convenience nature; cleaning, repair or
sales incidental thereto, and including art, dance or music studios, beauty
and barber shops, shoe repair, self-service laundry and cleaning services,
laundry and cleaning pick-up stations where bulk cleaning and servicing is
done elsewhere, repair and fitting of clothes and personal accessories,
copying and similar services."
Mayor Henderson asked if it included banks and savings and loans? Mr. Knox
said it does not. Those are financial services and are included elsewhere.

Mayor Henderson said before he proceeded with the Land Use Element, he wanted
to confirm that an earlier proposal by Councilmember Witherspoon had been
handled.
Councilmember Witherspoon said she believed that it had been. She thought Correction

Councilmmmber Renzel referred to the paragraph under "Objectives, Policies
and Programs" and said that the wording following Housing Policy 6 might
be put more appropriately under the Zoning Ordinance, rather than a descrip-
tion in this Plan. She felt this was superfluous language, a_!:d suggested
that the. text beginning with "Housing Policy 6" through the end of the
paragraph be deleted.
The Council agreed to delete the wording.
Councilmember Fletcher referred to the righthand column and the second
paragraph under "Transportation." She hoped that SP had progressed to the
print where rail transit lines can be included on a local Plan Map.
Mayor Henderson said they were jumping ahead; Councilor Renzel had
another comment on this page.

Councilmember Renzel referred to the second paragraph under
and said she didn't think the Plan should show an extension
from Arboretum Road to El Camino Real. It's not policy.

participating in this discussion. He commented that he drove up Willow Road
that morning at 9:00 a.m. and traffic was backed up all the way from
Arboretum through the Sand Hill intersection.

Councilmember Fletcher repeated her concern about wording in the third
paragraph under "Transportation," and the statement that transit planning
has not progressed to the point where rail transit lines can be included
on a local Plan Map.
Mr. Knox said that matter probably extends from the time when the County
was considering a grid light rail system and it might be appropriate to
change the wording and say, "Transit planning is primarily the responsibility...!"
and leave out the phrase, "has not progressed..."
The Council agreed to the rewording suggested by Mr. Knox.
Councilmember Levy referred to the first paragraph under "Schools and Parks"
and the last sentence which says, "The land use designation of some sites
may have to be changed to accommodate future uses." His understanding was
the designations will have to be changed. Any use other than a school
district use necessitates a new designation.
Mr. Schreiber said in all cases where the site is sold or where sue other
type of non -school use is proposed there would have to be a zone change.
Mr: Knox said he was trying to think of an example. He didn't think the
designation had to be changed in the case of the Cubberley site. In that
case, the language was correct. He emphasized the words, "may have to be
changed."
Councilmember Renzel recalled that they specifically modified the Zoning
Ordinance to accommodate specific uses under school district ownership in
order to not have to change the zone. Her recollection was that it was
a public facility zone they modified.

Councilmember Renzel said she felt they needed to clarify some of the
language on this page related to Stanford in light of earlier discussion
and actions. She said that the paragraph beginning, In 1980..." should
be substituted with a paragraph that reflects County Board of Supervisors'
action of November 10 and recent Council action. Actually everything
under. Stanford University should be reviewed in light of the County. action:
The Council weed by acclamation to delete the language and substitute

Councilmember Renzel referred to the righthand column and the paragraph
beginning, "Because the Land Use Plan Map..." and said she felt this was
repetitious. As she understood it, in this go round of the Plan there
has been no new designation around the downtown area; that is something
that occurred historically. Maybe the statement should just say that the
Land Use Plan Map has been drawn to concentrate the high density housing
close to downtown, feathering out to the R-1 neighborhoods.
Mayor Henderson clarified that her intent was to ask staff to rewrite the
paragraph and bring it up to current description.
Councilmember Renzel replied that was correct. She wanted to say what
the policy is rather than to describe what they did to implement that
policy five years ago.
Mr. Knox said that all of the paragraphs on page 59F are really history of
what was done in the initidi 1976 Plan. They need to decide whether they
want to keep that history so that people know how changes occurred or
they need to take all four of the paragraphs out.
Councilmember Renzel said she woul4 pike to sLe this brought up to the
current implementation of the'end Use Plan Map that will be adopted.
Mayer Henderson suggested they ask staff to review everything that comes
_after_Impiemer t Lion of the Plan Map and then refer it back to the Planning
Commission to make it current.

Councilmember Renzel said she still had a problem with the definition of
"major institutions/special facilities." They designate land use that way
and then they describe it as those things which are designated that way.
There is no base from which to arrive at a definition. She wanted to
ask staff to come up with a more general definition of major institutions/
special facilities, such as these are large institutional uses that are
subject to special regulations, or something like that. They need some
parameters of what can orrannot be included,
The Council agreed to ask staff to provide a more general definition of

Councilmember Levy said they frequently talk about arterial streets,
collector streets and neighborhood or residential streets; and he would
like to change 1.loc l streets" to "neighborhood streets."
Mr. Knox suggested that Council allow staff to look at that before making
a decision. They have local streets downtown that may not, in fact, be
neighborhood streets. He felt these followed traffic engineering terminology.

Mr. Schreiber said the August 25 staff report identifies six changes to the
Land Use Plan Map as recommended by the Planning Commission, Those items were
advertised for City Council public hears► .
Mayor Henderson said he felt the six proposed changes should be considered
individually, starting with number one. Number one Is: "Change property
generally bounded by SP right-of-way, Page Mill Road, Park Boulevard and
approximately California Avenue from Regional/Community Commercial to
Multiple -Family Residential."
Mayor Henderson said he understood this. was part of the recommendation
from the Planning Commission and unless the Council !roves to undo this,
this would go into effect.
MOTION: Councilmember Witherspoon moved, seconded by Fazzino, not to accept
the redesignation to altiple-Family Residential.
Vice Mayor Sher said that this was the proposal they had the most discussion
about during the public hearing. The people who spoke, spoke against the
change --both the people from the California Avenue District and people in
the adjacent ;neighborhood. He felt there was some misunderstanding by the
speakers about what the present zoning permits. Some of the residents, for
example, were proceeding on the assumption that nothing could he done on
that property and that was their desire. He didn't object to the motion on
the floor, but he felt the matter needs further study and it ought to be
done under the auspices of the Planning Cot ission so people can become
fully aware of the options. He wanted to find a way to keep this subject
open; he wasn't sure what was the best way to proceed.
Mayor Henderson said he supported what Mr. Sher was saying and his feeling
is they should support the motion and leave the designation as is and not
make a drastic change this evening.
Mr. Schreiber said the Council has four alternatives: They can accept the
recommendation and make the change, they can modify the recommendation
leaving part of it commercial or multiple -family residential; they can
leave the item as it is in the Plan right now; or they can take no action
and ask for a further Planning Commission evaluation. There has been
some discussion of possible development, but there has been no application.
Coencilmember Renzel said her personal preference is to see this property
redesignated to multiple-femiiy residential so she will oepose the motion
to reject the Planning Commission's recommendation. She thought Mr.
Schreiber has offered an action which will perhaps satisfy the concerns
of some with regard to public input. If they take no action and request
additional input from the Planning Commission as part of their report back,
the public will have an opportunity to become aware of the options and
Council mill get additional input before making a decision. She cautioned
the Councilmembers that individual developers' proposals are not binding
with respect to a land use designation; when they take action on a designation,
it goes with the land. She would urge them to vote no on this motion; then
she would likc to make a motion that they take no action and ask for further
input from the Planning Commission.
Councilmember Fletcher wondered if they couldn't find a way to require a
development which is commercial at the ground level to.have rtsidenntial" uses
above it. Can such a use be designated? She was thinking about this one
proposal which is pending.
W. Knox said the land is eat entirely open. There are buildings along
Park Boulevard which are not all residential in nature. There would be

some nonconformity problems created by changing the entire area from
community/commercial as it is now to residential. He thought it might
be appropriate for the Planning Commission to review this in smaller
slices, if you will, to look at those areas along Park Boulevard and
see what the effect would be if there were a change to residential or
the effect if there was no change.
Vice Mayor Sher said if the motion on the floor passes, then the matter
asst go back to the Planning Commission because it is a change in the
Commission's recommendation. They'then have a chance to hear from the
public and review it further. They can say they don't like the Council's
change and cam back again and recommend a designation of Multiple -family
Residential. Then Council can accept that or not. The other option
suggested by Ms. Renzel is to take no action on the recommendation which
in effect says they are accepting it.
Mayor Henderson said he thought the only thing that went back to the
Planning Commission were the changes Council makes.
Vice Mayor Sher said they would have to give the Commission a separate
assignment. During the public hearing there seemed to be a lot of confusion
and he couldn't recall one person who spoke in favor of the Planning
Commission's recommendation. Me said he would like to see the question
kept open and reviewed and allow people to become aware of what can be
put in under these designations. He agreed with Ms. Renzel that it was
dangerous to rely on what a particular builder might propose and build
under one designation or another because they would be de.3 i ing with the
unknown. He warmed further review of this at the Planning Commission level.
Therefore, he would support the moticn on the floor.
Councilrnember Renzel asked the City Attorney ifthe Council makes a change,
in other words :peeps the designation as it is now, and sends it back to the
Planning Commission and then the Planning Commission cotes back and says
again change it to multiple -family residential, what would the status of
that Planning Commission recommendation be.
Mr. Abrams said it would simply be a cement on the matter referred back
to the Planning Commission.
Council r Renzel said she would still oppose the motion because she
thought any developer can cow in with a planned community zone under a
multiple -family designation that mild be appropriate. There is one small
parcel which the landowner made a very compelling case for and that is
the small triangular property adjacent to Page Mill that is already fully
developed and might be appropriate for exclusion from this change.
MOTION PASSED: The motion to retain the present designation and reject
the Planning Commission recommendation passed on the following vote:
AYES: Eyerly, Fazzino, Henderson, Levy, Sher, Witherspoon, Fletcher
NOES: Renzel
ABSENT: Brenner
Counti1ber Renzel asked that the record show that the Council is sending
this back to the Planning Commission with the hope of increasing input,
without a firm choice of residential over commercial. That was her
understanding from the counts that had been made.
Mayor Henderson asked if the Council were willing to accept that statement.
Councilmember Witherspoon said she objected to the statement. She felt
they sad, had their own agenda as to what they would like to see on that
property

Vice Mayor Sher said he felt the minutes of this meeting would be available
for the Planning Commission to review.
Mayor Henderson said the second item is to "Change the parcel at San Antonio
Road and Nita Avenue (APN 147-9-69) from Regional/Community Commercial and
Research/Office Park to Multiple -Family Residential." If they take no
action, that is what will happen.
The Council agreed to take no action.
Mayor Henderson sayd the third recommendation is to "Change lots fronting
on Alma Street from Kingsley to Coleridge from Single Family to Multiple -
Family Residential." He said they had a fair amount of input on this
during the public hearing on each side of the question.
Councilmenber'Renzel said she had a great deal of concern about adding
density along Alma Street in that area simply because of the high traffic
loads. People in the single family fames now have difficulty getting in
and out of their driveways. There are more appropriate places for multiple -
family residential.
MOTION: Councilmember Renzel roved, seconded by Eyerly, that the lots not
be redesignated to Multiple -Family Residential.
Mayor Henderson said he has noted that there is multiple -family housing all
along Alma Street and it was not illogical to him to see that extend down
to Embarcadero. The main objections that he heard from the public had to
do with people living on Melville, Kellogg, etc., who were concerned about
cars parking on their streets. He didn't recall aiy negative cents
about the housing aspect itself. He felt they could have some control
over the parking aspects.
Councilmember Levy said he could see no reason to change the designation.
It is a unique area in their considerations because it is in the middle of
a single family and adjacent to a single family zoning. He didn't think
they could justify density zoning.
Mayor• Henderson asked about the zoning of the area along Alma.
Mr. Knox said in the 1976 Map they tried to make sure that the areas shown
in brown were multi -family and the ones actually in existence. This runs
from Coleridge down to Santa Rita, a few little pieces next to Bowden Park,
sand then it picks up again on the other side of Oregon Expressway and runs
all the way to Alma Plaza.
Mayor Henderson asked if originally all those were multiple housing zones?
He was quite sure that those adjacent to the present proposal were at one
tip: single family.
Mr. Knox said he didn't recall.
Mr. Zimmerman said the area that they see now as R-2 was previously designated
multiple family. It was the old R-2 density zone which is the equivalent to
the present RN -2.
Councilmember Fazzino said they have an opportunity to increase some housing
in an area which is natural for muitf-faarily housing. The Council has
recently received a letter sigma by a number of neighbors in the area
supporting the change. The designation is quite consistent with the area.
Councilmember Fletcher said she was also in favor of changing the designation.
She felt that denser housing along Alma Street will actually protect the
neighbors behind from the noise and fumes.

Mayor Henderson said he thought everytime they have an opportunity for even
a modest increase in density and housing stock, the Council seems to find
some reason to oppose it. The objections are usually related to parking.
council'iember Eyerly said there are some single family homes in the area
and those people are not particularly in favor of multiple -family zoning.
The people who spoke at the Planning Commission talked about the deep
lots that face on Alma and they said theycouldn't use the back of their
lots and the wanted to go to a higher density and resistance came from
the side streets that would back up against those lots. He didn't
think it was fair to put the burden on the surrounding areas.
MOTION FAILED: The motion to not redesignate the lots failed on the
following vote:

Mayor Henderson said the next recommendation is to "Change the heliport
property on Welch Road from Research/Office Park to Multiple -Family
Residential." He said he felt it was a little early to be making that
change. He noted that Councflmembers Sher and Witherspoon would not be
participating on this item.
MOTION: Mayor Henderson moved, seconded by Fazzino to leave the property
as Research/Office Park.
Counc i lmember Renzel said that at the time that heliport was built this
property was .multiple family residential and it was built withoutthe
benefit of City approval. It seemed to her there was a lot of land around
the Stanford Hospital that is not zoned either Research/Office Park or
Multiple -Family Residential where such a similar facility could equally
be built. She felt they had access to rezone the whole area and she felt
it was eppropraato to include this property.
Mayor Henderson confirmed that there is no housing in the area now, and said
he was confused by the logic to put housing in an an office area when
people were earlier arguing against putting housing in a residential area.
Councilmember Renzel said they discussed several months ago designating
that area multi -family residential, the whole Welch Road area, and there
is some vacant property along Welch Road.
Mayor Henderson recalled they redesignated one big lot on Welch Road.
9Ir. Schreiber said there is about a three -acre parcel that has bey changed
to multiple -family residential, and the rest of it is research/office park.

Mayor arson said thefifth eecommeedation is to "Adjust alignment of
Campus Drive exteesion to Junipero Serra Boulevard." He assumed this
was just in line with Stanfod s proposed extension of Campus Drive.
The Council _ agreed to accept the ruesseendation.
Mayor Henderson said the last recommendation was to "Remo�s proposed inter-
change symbol from Page Mill Road/E1 Camino Real intersection." He asked
if the interchange symbol was gust something which designates on the map
an overpass or underpass.
Mr. Schreiber replied that was correct. The Plan contains a designated
interchange symbol ana the text contains a reference to a program. The
program on the interchange bas been deleted. If the symbol is deleted
and the item goes back to the Planning Commission, they will advertise
a Plan Map change.
Mayor Henderson asked if the Council hadn't taken a position in the past
opposing any interchange. Mr. Schreiber said the Council's position was
to support the interchange in that location and he didn't recall any
formal action since then.
Councilmember Eyerly said he recalled a Council discussion about the
interchange because he made the motion and it failed on something like a
6-3 vote. He said he supported an interchange at that intersection.
MOTION: Councilmember Eyerly moved, seconded by Witherspoon, to leave
in the interchange symbol at the Page Mill/E1 Camino Real intersection.
Councilmember Witherspoon said her reason for leaving it in is that until
they have seen how the double lefthand turns work out, they don't have
anything to lose by leaving it in. She felt very strongly that as long
as they can keep the traffic flowing through that intersection, there
will be less of a temptation to cut through College Terrace.
Mayor Henderson said he believed the State had moved that interchange
from their project list.
MOTION FAILED: The motion to leave in the interchange symbol failed on
the following vote:

Mayor Henderson asked if there were any other recommendations on the Land
Usc Plan Map.
Councilmember Renzel confirmed that the proposed six changes from the
Planning Commission are the only recommended changes,to the Map. Mr.
Schreiber replied that was correct.
Councileember Renzel said she was concerned that they left in Willow Road
when it is not the Council policy. Is it a dotted _line and tow is it
ladled on the current tai? Mr. Schreiber replied that the Map shows it
as a future right of rte, future extension of a road.
Counc1lber Renzel asked what kind of policy implication is there in
having such a road on the Map when it's not current Council policy.
Mr. Schreiber said it is a proposed arterial and leaving it on the Hap
is an indication that it will exist so tine inthe future. If the
Council wished to delete that symbol, therms: old have to be a public
tearing to make that change to the Map and it could be referred to the
Planning Commission to make that change at the same time they consider
the other recommendations.
Councilmember Renal said if the Council took action tonight, they would
simply be asking the Commission to hold a public lying. Mr. Schreiber
said that .would be the appropriate action rather than changing the lap.

Councilmember Renzel said she would just like to comment that the two
major opportunities to provide housing before them had been turned down
and she thought that was disgraceful.
Mayor Hendeeson said the present zoning that they have retained permits
housing.
Councilnember Renzel said the zoning retained certainly permits housing
as do all commercial and industrial zones, but they also permit straight
commercial and industrial. Whatever is economic to be built will be
built. They have no control over it and if they want housing, they
have to designate it.
Mayor Henderson said they have now completed the review; it goes back to
the Planning Commission for review of the changes Council has made. The
Commission's cats will then come back to Council one more time.
Mr. Schreiber said that was correct. The ComMission's comments will come
back to Council and at that time Council will consider the comments and
take action for adoption of the Plan. Any changes made on items not
already made, would have to go back to the Commission.
