That the present distributing system of tho municipal power
plui.nt is insur.t:i.cient to meet the present increasing d.~~mand !or
propor and adequate service to the public, and that it is n~c
essary to extend electric lines and increase the cape.city of the
distributing system to truce care of the growth or the population
ot tlhe city:
The acquisition and eonstruotion
ot additions and betterments for the water plant of said city,
1th.ioh publ1o interest appears and which necessity a.rises from
the following facts: That the preeent water plant system of
said city is 1nautfio1ent to i"teet the present increaaing demand
for p:roper and adequate aervioe to the public and the capacity ot
said water s7stem must be increased in order to take care or the
