arsoLUTION OF THE COUNCIL OF TUE CITY OF PALO ALTO
REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY
OF SANTA CI.JLRA. TO PROVIDE FOR THE CONSOLIDATION OF
A SPECIAL INITIATIVE ELBCTION OF THE CITY OF PALO
ALTO WITH THE STATE OF CALIFORNIA STATE AND CO~NTY
GENERAL ELECTION TO BE HELD ON NOVEMBBR 2, 1954.
WllliP.EAS, on July 26, 1954, a petition was filed with tbe
City Council requesting tr,at an orC.inancc.: authorizing the
fluoridation of the Palo Alto Municipal Water dupply be sub-
mitted to the electorate of the City at a spe~1al election;
and
WHEREAS, tbe Ci ti Clerk has filed her certifioat(? showing
that said petition is signed by qualifiea and re~~stered elec-
tors equal in number to twenty p~~x· centum oi' tbe cmtirc vote
cast at thu last preceding cener~l election of the City or
P~lo Alto as provided in Article VI. Section. 2, of the Charte~·
of the C1ty of Palo Alto; and
WHERE.AS, said section of the City Charter above ;·~en' .. 1oned
provides tbat upon recei;'t of such petition the City Council
shall eit~er pass the ordinance submitted without alteration
or submit the same to electors at a special election; ar•d

Section 1. A special initiative election is hereby called
to be be ld in the City of Pa lo Al to on Tue sda~', No vernbe r 2,
1954, at wh1cl1 election the following proposed ordinanc~ shall
be submitted to the electorate or said City, to wit:

The people of' the City of Palo Alto do ordain as fol-
lows:

Section 1. ·.rhe Ci·ty Manager is hereby authorized arni
dire·:.:teci to take the necessary steps and means to add
sufficient amounts of an approved fluoride compound
to all water served to consumers in the City of Palo
Alto,, California, to produce and maintain at all times
in all parts of the distribution system one part of
fluoride to one million parts of water.
Section 2. That adequate funds be prov1~9J in the 1955-56 Palo Alto City Budget to cover the cost of
instituting and maintainine during the ;~: .. seal year
1955-56 the fluoridation of Palo Alto City water as
set forth in Section l of this ordinance and that
funds be appropriated in subsequent budgets to main-
tain such fluoridation.
Section 3. Th1~ ordinance shall become effective
upon receiving a majcrity of votes of the electoro
of the City of Palo ~~to, California, voting at an
election held ir. Gaid City. 11
Section 2. The Board of Supervis0rs of the County of
Sarita Clara is here oy requested to 01•dcr the consolidation
of said sp~cial initiative election with the 3tate of Cal1-
. fornia State and County General Election to be held on Novem-
ber 2, 1954, insofar as the City of Palo Alto 1~ concerned,,
and to further provide tbat within the tcrr1tor~r affected ty
said order of consolidation, to wit: the City of Palo Alto,
the election precincts, poll~.ng places and voting bootb _
shall in every case be the same,, and there shall be only
one (1) set of election officers in each of said precincts
and only one (1) form of ballot shall be used.
Section 3. Seid Bo1:1rd of Supervisors of i;;he County oi'
Santa Clara is further rcqi..:c sted to cause to be prir.ted on
the ballot to be used at said conaoli:oted special initiative
election and State and County General Election, within the

Section 4. Said Board of Supervisors of the County of
Santa Clara is hereby furtber authorized to canvass the r·e-
turns of zaid e lcction with respect to City of Palo Al to

initiative ordinance and to certify such canvass of the votes
cast for and against; said init::.ative ordinance to this Council.
Section 5. The City Clerk is ner~by authorized a.nd dir-
ected to c.~rt1fy to t11e adoption of this Resolution and to
~ubmit a copy bereof so certified to the Board of ~upervisors
of the County of Santa Clara.
The abov~ and fo£·ego1ng resolution was duly and rt;gularly
introduced and passed by the Council of the City of Palo Alto
at a regular meeting held on Monday, the 9th_ day of August
1954, by ~he following vote:
