OP PRELIMINARY DETERMINATION
JNIVERSITY AVENUE DISTRICT
OFF-STREET PARKING PROJECT NO. 52-13
RESOLVED, by the City Council of the City of Palo Alto, ~al1for1'l1a, that 1 t does hereby preliminarily determine that the
public convenience and nece3s1ty require. and that 1t intends to
order the following work to be done and improvements to be made in and for sa1~ City, to-wit:
1. (a) The acquisition of an off-street automobile park1ng~ot in the block 'bounded by Emerson Street, High Street,
Everett Avenue and Lytton Avenue, and the improving of same by
grading and the construction therein of pavement, curbs, g:.itters,
sewerage and drainage facilities, and a lighting system.
{b) The acqi.iisi tion of an off-street automobile
parking plot 1n t~e block bounded by High Street, Alma Street,
Hamilton Avenu~ and Forest Avenue, and the improving of same by
grading and the construct1on therein or pavement, curbs, g~tters,
sewerage and drainage facilities and a lighting system.
(c) All acquisitions, improvements, facilities and
equipment a11x111ary ther~to and necessary to complete each of said
sites as an orr-street parking riot.
Said acquisitions are more particularly shown on a
map thereof on file 1n the office of the City Cle~k, re~erence to
wn1ch is nereby made for particulars.

2. All or said work and. lmpro\•ements are to oe construc-
ted at th~ places and in the particular locations, or the forms,
sizes, dimensions andmaterials, and at the grades and elevations,
as shown and delineated upon the plans and spec1f1cat1or.s to be
made therefor al"ld filed in the office or the City Engineer or sa1C1
<.:1 ty .• reference to which 1r: hereby maae for a full, deta11ea ae-
ucr1pt1 on or such proposed work and ror f'urther p!irt1culars.
3. ALL or said work and lmprovemente shall oe aone un-
der the B 1.iperviaion or the City Engineer of ea1d City and all said
work and materials shall be done and furnished to his satisfaction.
4. The estimated coat of said project 1s $250,000.00.
5. Said contemplated work and 1.mpro·.;ement3 are or more
than local ordinary public benefit, and the cost thereof will be
assessed upon the d1str1ct benefited thereby, which district and
the exterior boundaries thereof are the composite and conol1dated
area consisting of the parcels of land bounded generally North-
easterly by Ramona Stre~t, Southeasterly by Forest Avenue, South-
westl'.!rly by Alma Street and Northwesterly by E·1erett Avenue between
Alma Street and Em,lrson Street and by the C-2<~. City, zone line be-
tween Emerson Street and Ramona Street, being generally the center
of the block between Emerson Street and Ramona Street, Northwester-
ly of Lytton Avenue, all as showt1 on a inHp thereof or1 .!'1 le 1n the
office of the City Clerk, reference to which is hereby mRde for particulars.
6. Notice is hereby g1 ven that bonds to rep1 .. esent the unpaid assessments and bear interest at the rate of not to exceed
four per cent (4%) per annum will be issued pursuar~ to Bond Plan

K of Article IV of the Palo Alto Improvement Procedure Code the
last installment of which bonds shall mature twenty-four (24) years
from the second day of July next succeeding ten months following
their date.
7. Except as herein otherwise pTov1ded for the issuance
of 'bonds, all of sa~~d work and 1mprovement1l, and the proceedings
therefor shall be hHd pursuant to Article V of said Code.
8. Notice 1s hereby given that Monday; the 10th day of
r~ovember, 1952, at the hour of.' 7:30 o'clock P.M., at the Ccunc:ll
Chambers of the City Council or aald City in the City Hall of Sdid
City, are hereby ftxed. as the time and place when and where any and
al1 per.sons interested may appear and show cause, 1f any they have,
why the City Council should not find and determine that the public
c:onven1ence and necessity require the acqu1s1t1on and improvement
described herein, without further com?liance with the Special Assess-
ment Investigation, L1m1•tion and Majority Protest Act of 1931.
9. The Clerk of said City shall give notice of the
adoptlon of this resolution and of said h~aring by publishing a
Notice of Proposed Lo~al ImprovP.ment once in the Palo Alto Times,
a dally newspaper published and circulated in said City, and by
posting a copy of said notice on or near the Cour.c1l Chamber door
of said Council, said posting and publication to b~ had at least
ten(lO) days before sald date of hearing.

I hereby certify the foregoing to be a true copy of
resolution adopted by the City Council of the City of Palo Alto,
California, at a regular meeting thereof held on the 27th day
of October, 1952, by the following vote of the members
thereof:
AYES, and in favor thereof, Councilmen:
Bishop, Blois, Bower, Cathcart, Drysdale, Gaspar, Hill,
Marshall, Miller, Mitchell, Montreuil, Simpson, Wells,
Wickett.
NOFS, Councilmen: Cashel.
ABSENT, Councilmen: None.
