PUBLIC COMMENT
Members of the public may speak to agendized items; up to three minutes per speaker, to be
determined by the presiding officer. If you wish to address the Council on any issue that is on this
agenda, please complete a speaker request card located on the table at the entrance to the Council
Chambers, and deliver it to the City Clerk prior to discussion of the item. You are not required to give
your name on the speaker card in order to speak to the Council, but it is very helpful.
HEARINGS REQUIRED BY LAW
Applications and/or appellants may have up to ten minutes at the outset of the public discussion to
make their remarks and up to three minutes for concluding remarks after other members of the public
have spoken.

Discussion
Each year in December the City Manager provides a “Year in Review” presentation to the City
Council and the community. The year end wrap-up provides an opportunity to report on the
accomplishments of the past year on our service to the community, and on Council priorities
and other major initiatives. It is also a time to very briefly look at some of what is ahead in the
coming year.
In 2013 the City had three Council priorities:
The Future of Downtown and California Avenue: Urban Design, Transportation, Parking,
and Livability;
Infrastructure Strategy and Funding; and
Technology and the Connected City.
Staff is looking forward to making the “Year in Review” presentation (PowerPoint) to Council
and the community on Monday, January 6, 2014.
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING APPRECIATION FOR OUTSTANDING
PUBLIC SERVICE TO MAYOR GREG SCHARFF
WHEREAS, Greg Scharff served as Mayor to the City of Palo Alto from January 7, 2013 through January 6,
2014; and
WHEREAS, Greg Scharff provided outstanding leadership on major issues facing the City such as city and regional
growth, addressing the City’s infrastructure deficiencies, and initiating work on measures to alleviate the City’s traffic and
parking problems; and
WHEREAS, Greg Scharff was instrumental in successfully implementing the Council’s new 2013 Priorities: Our
Downtown Districts, the Connected City and Infrastructure; and
WHEREAS, Greg Scharff during his term as Mayor guided the Council with rigor and thoughtfulness on major
City issues such as negotiations with the Palo Alto Unified School District with respect to possible revisions to and
extension of the Cubberley lease, certification of the City’s Housing Element by the California Department of
Housing and Community Development, the potential acquisition of the downtown Palo Alto Post Office, securing
funding for a bike and pedestrian bridge at Adobe Creek, the achievement of carbon neutrality in the City’s
electricity generation portfolio, and the redefining of the PaloAltoGreen Program; and
WHEREAS, Greg Scharff oversaw to the approval of new initiatives including the plastic bag ban ordinance, expansion of
no smoking areas in city parks and common spaces, and an increase in the amount and breadth of the City’s Percent For Art
Program; and
WHEREAS, Greg Scharff mounted a spirited defense against NBA standout and Palo Alto native Jeremy Lin in a one on
one basketball game to initiate the new basketball court outside the Mitchell Park Library; and
WHEREAS, Greg Scharff chaired efficient and productive meetings, allowing everyone an equal opportunity to
participate while encouraging timely action; and
WHEREAS, Greg Scharff in making good on his promise to take up the issues facing Palo Alto with rigor and
dedication, spent hours with community leaders and citizens to understand their positions and include such views in
Council deliberations.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Palo Alto, hereby gratefully
records its sincere thanks and appreciation to Greg Scharff for meritorious service rendered and contributions made
during his term as Mayor.
