CIVIL DEFENSE A.ND DISASTKR RESOLUTION
WRER:a:AS, Ordinance No. 1323 or the City of Palo Alto relating to c1v11 defense and disaster prov1dee that the
c1v11 defense and disaster organ1zat1on, the distribution or
civil defense powers and duties, the assignment or !unctione
and services and the recruitment, direction and training of
personnel shall be prescribed by resolution adopted concurrently
with the adoption of said ordinance;
NOW, THEREFORE, BB IT RESOLVED, by the City Council of the City of Palo Alto aa follows:
Section 1. The civil defense and disaster organization
of this city shall be as here1narter more particularly described
and as showri on the attached chart marked Exhibit A and entitleJ·
"City or Palo Alto Civil Defense and Disaster Organ1zat1on."

much a part of th1e resolution as if the materials and information
set forth by said exhibit were all fully described herein.

Section 2. ~rou~ of Operating Servi.c..!a. There 1s hereby a group of opera ing serviCes. For the purpose or civil
planning and organ1zat1on, the chief of each operating
within th1a group shall be responsible to the dlrector the aas1etant d1rector.
Within this group, there shall be the following civil defense and disaster services:
(1) Engineering service, which shall include public
utilities, public worka and shelters;

(2) Rescue service, which shall include land rescue
and water rescue;
(3) Health and medical service~ whieh. shall include
public health, medical, hospitals, special weapons
defense and animal protection;
(4) Fire service;
(5) Emergency welfare service, which shall include
mass care (food, clothing, shelter), reg1strat1on
and information, welfare aid and evacuation; and,
(6) Law enforcement service, which shall include law
enforcement, tratric control, sabotage and plant protection.
The director shall appoint a chief of each service,
except as hereinafter provided. The chief of the fire department
of the City of Palo Alto shall be chief of the fire service.
The chief of police or the City of Palo Alto shall be chief of
the law enforcement service. The ~1ty engineer or the City of
Palo Alto shall be chief or the engineering service. The health
officer or the City or Palo Alto shall be chief or the health and medical service.

Section 3. Groul of S~ec1al Service&. There is hereby created a group Of apec!a cfvf aefanse and disaster services.
Thie group shall be under the direction and control or two
deputy directors, who, for purposee of planning and organization,
shall be reepona1ble to the director through the &ssiatant
director, and who,, for purposes of control and operation shall
be directly responsible to the director.
Special services No. l, 2, 3, 4 and 5 shall be under
the direction and control or. one deputy director and Special
services No. 6, 7, 8, 9 and 10 shall be under the direction
and control or the other deputy director.
Within this group there ah.all be the following services:
(1) Communication service,, which shall include
communications, a1r raid warning, ground observer corps and messengers;
(2) Supply service, which shall include purchasing,
storage and inventory;
(3) Warden serv1ce;
(4) Mutual aid plans;
(5) Transportation service, which sh.all include pooled
vehicles, ambulances and petroleum;
(6) Schools;
(7) Public affairs and information, which shall include
public information public education and public relations;
(8) Training service;
(9) Personnel service, which shall include recruitment,
records, secretarial &nd recruitment of civilian
auxiliaries to military activities; and
{10) General administration.
Section 4. Lega~. The City Attorney shall serve as legal
advisor to the director o civil defense and to the civil defense
and disaster organization.
Section 5. Ameriean National Red Cross. The American
National Red Croes 1n the illy oi' Palo Alto w11I, in natural
disaster, furnish food, clothing, shelter, registration and
information serv1ce,supplementary medical service when
requested, and rehabilitation to individuals and families
affected by the disaster. !n natural disaster, Red Cross
act1vitieB will be conducted 1n accondance with standards,
policies and procedu~es established by its organization.
In war-caused disaster, the American National Red Cross will furnish only food~ clothing and shelter to affected 1nd1v1duals and ramilies.
The American National Red Croes will provide funds with
which to finance all its relier operations during natural
disaster. Civil defense f1nanc1ng will be provided by public
or private agencies other than the Re<1 Croes for Red Cross

functions in war-caused disasters. All funds other than Red
6roa1 funds will be expended 1n accordance With standards. policies
and pr.ocedures established by the c1 v1l de:rense and disaster organization.
The director shall be responsible for arranging. through
the chairman of the local Red Crosa chaper1 tor the part1c1pat1on or the Red Crose 1n civil defense as a pa~t or the mass care
service in case or war-caused disaster. and tor th~ relationah1p
between the Red Cross and the c1.v1l de:f'@nae and disaster
organ1zat1on in caae of natural disaster.
Section 6. Duties. The civil defense and disaster
duties o~ the deputy aireetors and the chiefs or operating
eerv1ces and special services shall be ae dea,cr1bed in
"United States Civil Defense", Nat1nnal Security Resources
Board Document 128, dated September 8, 1950, copies of which
shall be filed itl the office or the c1ty clerk tor use and
examination by the public. Such duties as described in
"United States Civil Defense" may be changed from time to time
by the director by written administrative orders, particularly
for the purpose of confo1•ming to recommendations or the State
Director of Civil Defense or subsequent mod1t1cat1ons recommended
by the Federal Civil Defense Administrator. Upon recommendation
of the civil defense and disaster council or the City or
Pa lo Al to,, such duties shall be changed in accordance with such recommendations.
The above and .foregoing resolution was duly and
regularly introduced and passed by the Council of the City or Palo Alto at a regular meeting held on the 14th day or January, 1952, by the following vote:
