H O • --~ DETERMINING THAT THE PUBLIC INTEREST .AND NECESSITY DEMAND THE ACQUISITION, CONSTRUCTION AND COMPLETION BY THE CITY OF PALO ALTO OF EA.CH OF THE FOLLOWING MUNICIPAL IMPROVEMENTS WITHIN THE CITY Oli' PALO ALTO, TO WIT: (1) WATER DIS'l'RIBU- TION SYSTEM; (2) GAS DISTRIBUTION SYSTEM; (3) ELECTRIC DISTRIBUTION SYSTEM; (4) THE ACQUISI'l'ION AND CONSTRUCTION OF A NEW CITY HALLj (5) THE ACQUISITION AND CONSTRUCTION OF PUBLIC PARKS, PLAYGROUNDS AND RECREATIOHAL CENTERS; DF:l'ERMINING THAT THE A~QUISITION, CONSTRUCTIOH AND COMPLE- TION OF SAID MUNICIPAL IMPROVEMENTS, AND EACH OT THEM IS NECES.ARY AND CONVENIENT TO CARRY OUT THE OBJRCTS, PtmPOS:ES AND POWERS OP THE SAID <;ITY, AND DE'l'RRMINING THAT THE ACQUISITION, CONSTRUCTION AND COMPLETION OP SAID MUNICIPAL IMPROVEMENTS, AND EACH OF THEM, IS ARD WILL BE TOO GREAT TO BE PAID OUT OF THE ORDINARY ANNUAL INCOME AND REVENUE OF SAID CITY. The Council of the City or Palo Alto DOES RESOLVE as follows: Section 1. That the public interest and necessity demand the acqu1s1t1on, construction and completion by the City of Palo Alto of the following municipal improvements, and each of them, to wit: (1) Water Distribution System: Additions and improvements io t~e wa€er~istr1Dution system or the City of Palo Alto, including exteneion or water dis- tribution fac111ties 1 pipes, pipe lines, pumping equipment, water ~ond1tion1ng, and other works, property or structures necessary or convenient for improving the municipal water system of the City or Palo Alto. (2) Gas Distribution ~istem: Additions and improve- ments to the gas distr! ut!on system of the City or Palo Alto, including pipes, conduits and other facilities, equipment and appliances, works, property or structures necessary or convenient for the gas distribution system Of the City Of Palo Alto. (3) Electric Distribution System: Additions and 1mprovemen£s to the e1ectrlc=a1str1but1on system of the City of Palo Alto. including conduits, cables, trans- formers, and other rac1lit1ee, equipment and appliances, land and other works, p1:>perty or structures necessary or convenient ror the electric distribution system or the City of Palo Alto. (4) Citt Hall: Acquisition, construction, re- cons"truc ion and completion or real property and build- ings to house the city government offices, utilities and other municipal services, for a new City Hall of the City of Palo Alto, including furnishing,, fixtures, equipmer1t and other wcrks, property or structures neces- sary or convenient for said City Hall purposes. That the acquisition, construction and completion of said municipal improvements, and each or them, are necessary and convenient to carry out the object~, purposes and powers or said city. Section 3. That the cost or the acquisition, construction and completion or said municipal improvements, and each or them, is and will be too great to be paid out or the ordinary annual income and revenue or said city.
