VHBRBAS, experience has proved that in the event or a
1111.Jor natural disaster in any 11etropal1tan region it 18 neceeaary
that all unite and. agencies or govern .. nt aaaiat and cooperate
with each othor 1n dealing with the problema that may ar11e; and
1J.nder the cond1t1ona ot llOdern war, in the event or an attack by
an enemy, the magnitude or the d1aaater would be increased to the
point where such aaaiatance and cooperation would ~e absolutely
necessary tor survival; and
WHBRBAS, together w1th the CGunty ot Santa Clara and the
other mun1c1palit1ea therein, the City or Palo Alto recognizes th•
need tor joint planning and action, as well as tor all-out city
planning and act~on, 1n order to be tully prepared tor any eventu-
ality that may occur; and
WHEREAS, 1n order to achieve auch Joint planning and
action, a JOINT CITIJ'..CJ AND COtnr.rY CIVIL DUINSI AND DISASTER
PLANNING BOARD OP SAWI'A CLARA COUNTY is heNbJ organized and shall
consist or a body coapoaed ot one representative from each County
Superviaorial District and each municipality with the exception
or the City or Alv1eo, which ror purposee ot mutual aid and this
resolution shall be considered an unincorporated area, empowered
by their respective City Council or County Board ot Superviaor>a
to represent them in joint planning for c1v11 defense and disaster;
and
WHKREAS, it 1s desirable and necessary, in order that aa1d
Board may discharge its duties, that each of said mun1e1pal1t1ea
and said County become a member or said Board by formal action
or the leg1alat1ve body or aa1d municipality and said County,
NOV, THBRBl'ORE, BE IT RESOLVED that the City ot Palo Alto
hereby becomes a member ot said Board and designates said Board ae
the duly empowered and authorized agency within Santa Clara County
charg•d with the following dutioa and reapona1b111t1ee:
1. Define the Board's geographical area or responsibility.
2. Ponll·late County-wide o1v11 detenae and disaster
policies to guide planning and oprat1on for civil defense and
disaster, continuously e11phaa1z1ng that said mun1c1pal1t1ea ind
County have 1nd1vidual local reapons1bil1t1 tor full and
continuous aot1v1t1ea in preparing their own disaster and civil
defense plans.
3. Develop a County-wide operating plan, embodying and
coordinating the service plann ot tho various political sub-
d1v1a1ona, acceptable to the State 1n accordance with the Master
Mutual Aid Aire••nt, and insuring that the tollow1ng aerv1cea
are ava.1lable and properly coo:rd1n&ted on a County-wide basis;

~. Prepare an operating agreement acceptable to the majority or the political subd1v1s1ona within the County.
5. (a) Determine the need ror a County-Wide coordinator for the Joint Cit1ea and County Civil Detenae and Disaster act1v1tiea;
(b) It it is deterained that a Coordinator 1s
necessary. tho dut101 and authority or the position should be
outlined and the method or appointment and re.oval established;
(c) Consideration ahould be given to compensation,
housing, transportation, communications, personnel and other details incident to the otf1ce or said Coordinator.
6. Consider recommendations for the appointment or
County-wide Coordinators ot each or the various civil defense
services and establish a method or appointment And removal therefor.
7. Cone1ddr the State and l'ederal plans for local disaster
organization in the light or local conditions and follow the
general pattern or those plans, modifying or expanding them ae appropriate.
8. Consider need for budget and determine ways and means
ror the provision for finance and control ot expenditures.
9. Consider the selection, financing, equipping, and starting or one or more· control centers within the County.
10. Receive and consider reports pertaining to civil
defense and make whatever reco ... ndatione might be deemed advisable.
11. Consider and take atepa to secure maximum financial support trom State and '84e:ral governments.
12. Aaaiat and 111.ke recomaendat10118 on dec1a1ona on an1
controvera7 between any ot the repreaenta.t1vea ot the parties
hereto engaged 1n ald1ng the Boa.rd in developing County-Wide operating pl&ns.
