resolution adopted conoUt'J"ently with the adoption or said ordinance
now, ther9fore, be it
RBSOL~ia>, by the City Council or the City of Palo Alto as
follows:
Seotton l. Tho c1v1l defense and disaster organization or
this city ahall be aa here1natter more particularl7 described and
as shown on the attached chart marked ltxh1b1t A and entitled "City
or Palo Alto C1v1l Defense and D1aaater Organization." Said
lxh1b1t A, including all 1n1'orat1on shown thereon, 1e aa much a
part or this resolution ae it the mater1ala and 1Dro1"9at1on set
rorth by said exhibit were all fully described herein.
Section 2. Di v1a1on or 9,Peratiy Services. There ia hereby
created a division ot operating eerv""TCis ..... l'or £he purposes or civil
detenae planning and organization, the chier or each operating ser-
vice within th1a d1v1a1on shall be responsible to the director through
the assistant director.
Within this division, there ehall be the following civil
defense ancl disaster services:

Fire service; Law enforcement service, wh1ch shall include tru.: plant
protection aerv1ce;
Engineering service, which ehall include utility
aervioe, ahelter protection and rescue service.
Health and medical aervicea, which shall 1nolude
1pec1al weapons defense; and~
Emergency welfare service, which ah.all include ma.as
reeding, clothing and shelter.
The director aball appoint a chief or each service, except aa
hereinatter provided. The chief of the fire d•i>artMnt or the City
or Palo Alto shall be chief or the fire eerv1ce. The chief of police
ot the City of Palo Alto ahall be ch1et of the law enforcement ser-
vice. 'l"be .. c1t1 engineer or the City ot ~lo Alto shall be chief or
the engineering .aervice~ The health Officer or the City of Palo
Alto shall be oh1er of the health and medical service.

or c1v111an auxiliaries to military activities; and
General adm1n1atrat1on service.
Section -4. Lefa:'.l· The city attorney shall serve as legal
advisor to the direc or or c1v11 defense and to the e1v11 def•nse
organization.
Section 5. ~r1can Rational Red Croaa. The American
National Red Crose~ £he-city or Palo liio will, in natural dis-
aster, rurn1ah tood, clothing, shelter, registration and 1ntoraa-
t1on service, supplementary 119d1cal eervice when requested, and
rehabilitation to individuals and tall111e1 arrected by the dieaater.
In war-caused disaster, the American National Red Cross w!ll
furnish only food, clothing and shelter to arrected 1nd1v1duala and
ram111ee.
The American National Red Cross will pro~1de funds with which
to finance all its relief operations during natural disaster. C1v11
detenae t1nanc1ng will be p1·ovided by public or private agencies
other than the Red Croas tor Red Cross functions in war-caused
disasters.
The director shall be responsible tor arranging, through the
chairman or the local Red Cross Chapter, ror the participation or
the Red Cross 1n civil detense as a:·part of the use care service
in caae or war-cauaed disaster, and tor the relationship between
the Red Cross and the civil defense organization 1n case or natural
disaster.
Section 6. Duties. The civil defense and d1saat&r duties or
the deputy directors and the chie:t"a or operatir.g services and e~c1al
services ahall be as described in "United States Civil Detenae 1 Hationa.l Security Reaourcea Board Document 128, dated September 8,
1950, copies or which shall be tiled in the office or the city clerk
tor use and examination by the public. Such dut1ea ae described in
"united Stat•a Civil Defense" •Y be changed from time to time by
the diredtor by written admln1strat1ve orders, particularly for the
purpoae or conforming to recolllD8ndat1ona or the State Director or
Civil Defense or subsequent fl041t1cat1ons recommended by the l'ederal
C1v11 Defense Adm1nietrator. Upon recoaaendat1on or the civil defense
and dieaeter council or the City of Palo Alto, such dutiee shall be
changed in accordance with such recommendations.
The above and foregoing r.eolut1on waa duly and regularly
1ntroduoed and passed by the Council or the City ot Palo Alto at a
regular S«Mting held on the 13th day or February, 1951, by the
following vote:
