WHEREAS the State of California under Chapter 47,
Statutes c.f 1944 (4th Extra Session), has appropriated funds
for allotment by the Director of Finance to provide financial
assistnnce ·to Local Agencies defined therein as counties.,
cities or c1t1eo and counties for the purpose or defraying not
to exceed on~-half the cost of preparing eng1n~ering field surveys,
engineering or architectural designs, and workin~ and detailed
drawings and apec1f1cat1ons (hereinafter called Plana")
required for postwar public works projects described as
"npec1f1c projects" in said Act; and
WHEREAS, the City of Palo Alto, hereinafter designated
as "Local Agency", desires to apply to the Director of Finance
and/or the State Allocation Board, as the case may be, for an
allotment of the State's share or the estimated cost of fie!d
studies, investigations and surveys hereinafter mentioned and
there has been prepared and presented to this :agialative body
for cona1derat1on an application for such purpose; and
WHEREAS, r.ocal Agency has provided, or will make available
upon approval of the aforementioned application, sufficient funds
!'or the field studies, investigations and surveys herein. ment.ioned; now, therefore be it
H.ESOLV'F:D, that Local Agency submit the aforesaid app licv.-
tion to the D:trector of: F:tnance and/or the State Al1ocat1on
Bo<!rd, n~ the ~ase may be, requesting allotment of Eight Thousand
Seven Hundred and Fifty Dollars ($8,750.00) being not ffiore than on~-half the cost of said field studies, 1nvestigat1ons and
5urveys, or for such amount as may be approved by the Director
of i~.i.nance and/or the State Allocation Board (said allotment to
be used for the purpose of defray1n$ the cost of said field
studies, 1.nvest:lgat1ons and surveys), for a specific project
to be undertaken by Local Agency and described ae survey of
ut111t1es of the City of Palo Alto; be it further
HESOLVED, that the e~timated cost of such field studies,
1nves tiga t:tons and surveys is Seventeen Thousand Five Hundred
Dollars ($17,500.00) and that Local Agency has made provision
for paying one-half or more or the cost of such field studies,
investigations and surveys; be 1t further
RESOLVED, that for the purpose of this application,.
Walter S. Gaspar, Mayor of the City of Palo Al to,. be and he is
hereby designated as the. authorized agent of Local Agency and
is hereby authorized and directed to sign the above-mentioned
application on behalf of the Local Agency and submit the same
to the Director or Fir~l!nce and/or the State Allocation Board
together with a certified statement or the estimated cost of
such field studies, 1:1vest1gat1ons and surveys and such other
information as may be reqtll"ed; and said authorized agent is
rurthe·r at<tho:z:olzed and directed as the representat:i.ve of Local
Agency to conduct all negot:tations and conclude a.11 arm nger11ents,
including submisf31on to the Director of Finance or applicat:.tons
for reimbursement, which may be necessary to secure reimbursement
for the State's share of the expenditures ni.ade for aa1d field studies, investigations and surveys.
The above and foregoing resolution was duly and regularly
introduced and passed at a regular meeting of the Council of the
C1 t;y of Palo Al 1~o held on Monda.y / the 10th day of April, 1950, by the following vote:
