That the public necessity requires the acquisition of easements, that said proposed acquisitions, as modified, are planned and located in the manner which wo,.,1d be most compatible with the greatest public good and the least private injury, that all of said acyuis.ltions are located within territorial limits of the City of ?alc Alto; 3. That the City Attorney and the law firm o' Messrs. K1rkbride, Nilson, Sutton, Harzfeld ;i Wallace, employed for that purpose, be, and they are hereby, directed to institute and con- duct to conclusion an action in eminent domain fs tb.e acquisition of said easements and the acquisition or relocation of said im- provements thereon and take such action as is necessary therein, including the taking of immediate possession thereof. 4.
