RESOLUTION NO. 1762
DEFINING THE POLICY OF na CITY COUNCIL RELATIVE
TO THE SOLUTION OF THE OFF-STREET PARKING PROBLEM
WHEREAS, the City Council did heretofore pass Ordinance No.
1179 calling a special bond election for the purpose of authoriz-
ing the sale of one million dollars in general obligation bonds
of the City for the acquisition and construction of off-street
parking facilities, and
WHEREAS, it is the desire of the City Council to for-
mally announce its policy relative to the solution of the off-
street parking problem,
NOW, THEREFORE, the Council of the City of Palo Alto do
resolve as follows:
1. That the revenues derived from parking meters be
set aside for interest and redemption of the proposed bonds.
2. That the fund shall be used for the purchase of sites
in the University and California Avenue districts.
3. Mat although many plans nave been presented to the
City Council suggesting certain specific sites for parking areas,
none of said plans have been approved and it is the intention of
the City Council, after the bonds have been voted, to carefully
survey the entire situation and after exhaustive study by the
Planning Commission and the City Council, select such sites as
will furnish maximum parking areas convenient to the business
districts.
It is further resolved that after the selection of the
sites, the Council will negotiate with the owners of the property
at the market value and will give due consideration to all hard-
ship cases.
4. It is further resolved that the Mayor is hereby
directed to appoint a Citizen's Advisory Committee'consieting
of the following persons:
Mayor Walter S. Gaspar
Mrs. Harold L. Severance
Glenn C. Kenyon
Comdr. R. F. Redden
Mrs. C. A. Connor
Frank A. Hapgood
Col. A. E. Ahrends
Stanley Bishop
George S. Drysdale
It shall be the duty of the Advisory Committee to study
the parking problem and to work with the City Planning Commission
and the City Council through the Mayor in bringing about a solution
to the entire problem which will be equitable to the property owners
involved and beneficial to the community as a whole.

The above and foregoing resolution was duly and regularly
adopted at a meeting of the City Council of the City of Palo Alto
held on the 27th day of September, 1948, by the following note:
AYES: and in favor thereof, Councilmen: Bentrott, Blois. Bowden,
Freedman, Gaspar, Hill, Linder, MLrner, Mitchell, Montrouil,
Morten, Thoits, Wickett.
NOES, Councilmen: Cashel.
ABSENT: Bolander.
