Zit r 5ier tyor a o Alto APPROVED: Mayor 2 RESOLUTION N0. lza OF PRELIMINARY DETERMINATION PROJECT NO. 48-16 WELLS AVE., ET AL RESOLVED, by the Council of the City of Palo Alto, California, that it does hereby preliminarily determine that the public convenience and necessity require, and that it intends to order the following work to be done and improvements to be made in and for said City. to -wit: 1. That Bryant Street between Forest Avenue and Eaibaroa- dero Road, Forest Avenue between High Street and Bryant Street, Homer Avenue between High Street and Bryant Street and 189.5 feet southwesterly from Urban Lane, Charming Avenue and extension thereof between Lucas Lane and Bryant Street, Lincoln Avenue between Ramona Street and Bryant Street, E1ngeley Avenue between Ramona Street and Bryant Street, Lucas Lane between Encino Avenue and Charming Avenue extended, Wells Avenue for 240 feet south- weeterly cf Urban Lane, Urban Lane between Homer Avenue and City Warehouse No. 1, and unnamed eaeemente for utility purposes running northwesterly from Channing Avenue extended where it intersects Lucas Lane for about 280 feet, thence eouthweuterly about 380 feet to the intersection of Urban Lane and Homer Avenue; be improved by the construction of Portland cement concrete and corrugated metal storm sewer pipe mains, red burnt brick or pre -cast cement concrete manholes capped with cast iron frames, covers and dustpans, and galvanized wrought iron steps, Portland cement concrete catch basins capped with cast iron frames and gratings, Portland cement concrete sidewalk corners, and work incidental thereto. 2. All of said work and improvements are to be con- structed at the places and in the particular locations, of the forms, sizes, dimensions and materials, and to the lines, grades, and elevations as shown and delineated upon the plans, profiles and specifications prepared therefor, and on file in the office of the City Engineer in the City Hall of said City, reference to which is hereby made for full and detailed descriptions of said proposed work and for further particulars. 3. There is hereby excepted from the above work that which is already done to the line and grade, and marked '"excepted" or shown 'not to be done" on the plans, profiles and specifications. 4. The City Council does hereby adopt and establish as the official grades for said work the grades and elevations shown upon said plans, profiles and specifications. All such ;grades and elevations are in feet and decimals thereof in reference to the official base and datum of said City. 5. A11 of said work shall be done under the eupervision of the City Engineer of the City of Palo Alto, and all of the said work and materials shall be done and furnished to his satisfaction. 6. Said contemplated work and improvemente in the opinion of this Council, is of more than local or ordinary public benefit, and the costa and expenses of doing said work and the expenses incidental thereto, shall be made chargeable upon the district benefited thereby. The property :so benefited and the boundaries thereof, are more particularly shown on the map of said assess- ment district on file in the office of the City Engineer of said City, to which reference is hereby made for a more detailed description thereof. 7. All public etreeta, alleys and ways in use in the performance of a public tun :ion shall be orttted from the assessment hereinafter to be made to cover the costs of said im- provements. 8. The City of Palo Alto will contribute in cash $438.36 as its share of the cost and expense of said work to be done within the assessment area of the City Library, and $1,568.31 as its share of the cost and expense of said work to be done within the assessment area of City Warehouse No. 1. 9. Notice is hereby given that aerial bonds to repre- sent the unpaid assessments and bear interest at the rate of not to exceed four per cent (4%) per annum, will be issued pursuant to Part 4, Bond Plan C of Article IV of the Palo Alto Improve- ment Procedure Code, the last installment of which shall mature nine (9) years from the second day of July next succeeding ten months from their date. 10. Except as herein otherwise provided for the issuance of bonds, all of the above proposed work shall be done in pur- suance of the provisions of Article V of said Palo Alto Improve- ment Procedure Code. 11. Notice is hereby given that Monday, the llth day of October, 1948, at the hour of 7:30 o'clock P.M., California Daylight Savings Time, in the Council Chambers of the City Council of said City in the City Hall of said City, are nereby fixed as the time and place when and where any and all persons interested may appear and show cause, if any they have, why the City Council ehould not find and determine that the public convenience and necessity require the improvements described and referred to in this resolution, without further compliance with the Special Assess- ment Investigation, Limitation and Majority Protest Act of 1931. 12. APPROVED: City -4•t fl1'a� ayor o L he Y of Palo Alto 11 RESOLUTION NO. 1762 DEFINING THE POLICY OF na CITY COUNCIL RELATIVE TO THE SOLUTION OF THE OFF-STREET PARKING PROBLEM WHEREAS, the City Council did heretofore pass Ordinance No. 1179 calling a special bond election for the purpose of authoriz- ing the sale of one million dollars in general obligation bonds of the City for the acquisition and construction of off-street parking facilities, and WHEREAS, it is the desire of the City Council to for- mally announce its policy relative to the solution of the off- street parking problem, NOW, THEREFORE, the Council of the City of Palo Alto do resolve as follows: 1. That the revenues derived from parking meters be set aside for interest and redemption of the proposed bonds. 2. That the fund shall be used for the purchase of sites in the University and California Avenue districts. 3. Mat although many plans nave been presented to the City Council suggesting certain specific sites for parking areas, none of said plans have been approved and it is the intention of the City Council, after the bonds have been voted, to carefully survey the entire situation and after exhaustive study by the Planning Commission and the City Council, select such sites as will furnish maximum parking areas convenient to the business districts. It is further resolved that after the selection of the sites, the Council will negotiate with the owners of the property at the market value and will give due consideration to all hard- ship cases. 4. It is further resolved that the Mayor is hereby directed to appoint a Citizen's Advisory Committee'consi.3ting of the following persons: Mayor Walter S. Gaspar Mrs. Harold L. Severance Glenn C. Kenyon Comdr. R. F. Redden Mrs. C. A. Connor Frank A. Hapgood Col. A. E. Ahrends Stanley Bishop George S. ATTEST: APPROVED: Ci y er o he `it a Alto 13 RESOLUTION NO. 1763 RESOLUTION OF THE CITY COUNCIL OF THE CITY OP PALO ALTO ADOPTING BUDGET AND APPROVING FIRST SUPPLEMENTAL MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF GAS TAX ALLOCATION FOR MAJOR CITY STREETS. WHEREAS, a first supplemental memorandum of agreemen', has been presented to be entered into with the State of California in accordance with a project statement submitted by the City of Palo 'lto for expenditure of the gas tax allocation to cities for the fiscal year 1949, and WHEREAS, the City Council has heard read said agreement in full and is familiar with the contents thereof; THEREFORE, be it resolved by the City Council of the City of Palo Tito that said project statement be and it is hereby adopted as the budget of proposed expenditures of the gas tax allocation co cities, and said agreement be and the same is hereby approved and the mayor and the city clerk are directed to sign the same on behalf of said City, said agreement to be binding upon the City upon its execution by the authorized officials of the State.
