that the salaries f1~ed by the several autht,r1t1es ror the
positions wlder their control may be provide1d for the fiece.l
year, w1 th proper provision for casual laho:r•. The form in
vhich the budget is adopted shall be euch tt.~t changes in the
salary schedules wj.ll require approval by the Council.

regularly introduced and passed by the Counc:il or the City of
