The Council of the City of Palo Alto DO RESOLVE as tollova:
l. That due to the war now existing betveGn the
United States f')f America and Japan, a national emergency has
been created li'h.1oh involves e'fery comm.unity in the country;
2. That the Council, recognizing that the City of
Palo Alto will have to play 1te part tn tbia national emergenCJ,
hereby authorizes J. Byron Blois, Mayor ot the City ot Palo
Alto, to create an Emergency Derenue Council oona1ating ot
euch perBons as he may select for the purpose ot organizing
the community 1n whatever way ia necessary to meet the
present emergency and the conditions which may a~1ae ~ the
future with respect to problems ot defense and relief•
3. That a fund to be knovn as the ~ergenoy Defense
Council Fund" be and it is hereby eatabliehed, to which tunda
may trom time to time be allotted tor e~penditures in
connection with the ~bove mentioned o~mnittee.
The above and torego1ng resolution vas duly and
regularly introduced and passed at an adjourned regular
meeting of the Council of the City ot Palo Alto held on the
lOth day of December, 1941, b~ the following vote:
