2. The acquisition, const~~ct1on and completion
or necesaftrJ addit1ona to the water distribution syatam or the City o!' Palo Alto·.
That the public interest, neceasit7, safety IUld aervj.ce demand the acqu1e1t1on, construct.ian and

to the sewer syatem to properly care tor the sanitary
conditions or said city; that the public 1hterest,
