Whereas, th• public intere•t and the public
neoe•eity deDIEl.nd c•rtain public municipal improvements in and
for the City of Palo Alto, to wit:-
~he acquisition, construction and completion of water
matn.s, fire hydrante t-ind eewere to be laid upon all of the unim-
proved atreete and aYenu~s of the City of Palo Alto;
Which public.inte:reet appears e.nd which necessity arh-
ee f'rom ·the followine facte:
That about 51 per cent of the streets and ~venuea of
the city of Palo Alto have been improved, and about 49 per cent
of eaid etreete and &Tenuee remain w.riimproved. That it ie of
gre•t public interest and neceedty at this time to commence the
work pro'6reesi ve-ly from tiir.e to time for the improu~ment. of un·
im1)roved etr~ets in said City until all the 8treete and avenues
of said. City have been pe1·maneritly b'iproved.
That ir.i order to carry out th1 e progreeei ve movement of
improvement.. it becomes and ia ll necessity to lay e~we:.r anli water
pipes upon and e.long eaid otreete and av~nues before the .1.mprove·
ment ie niade.

plane a.nd eetimatee of the coet of said public improvements m&d4!'
by a comp(ttent engineer who.has had experience in euch work, a.."ld

which are now examined and approYed by this Council, end
