That it will cooperate 1n every manner possible v1th the P'eder&l agencies involved in oonuect1on with the work outlined above and will authorize and direct the Board or Public Works or the City of Palo Alto to regulate the use, growth, and free development or the harbor rac111t1es vith the u.nderstarXling that ~uch f&c111t1es will be open to all members of the public on equal and reasonable terms. 2. That said Council will hold and eave the United States and its agencies free from &DJ claims for dam&gea due to the maintenance &D3 construction or the project. 3. That it will provide, without coat to the United States, all neoeasar1 lan11nga, easements &J:d rights or way for the construction arid maintenance of the project, al1d will also provide q.nd maintain, without coet to the United States, the necessa17 mooring facilities &Dd utilities, including a public l&.nd1.IltJ with suitable supply facil1t1ea open to all on equal terms. 4. That it v1ll contribute to the cost of the project by furnishing of equipment, services and/or cash 1n an .amount commensurate with the local benefits which might be derived from the 1mpJtovement; the exact amount to be t"urn1shed shall be determinec when the plans for the project have been further developed.
