A statement of the total estimated cost or said improve- ment, stating sepal'6tely the estimated cost of each class of conetruct1on proposed, and of each parcel or land or improvement proposed to be acquired, and of the 1nci~ental e~pen.ses or sai~ proceedings and of said acqu1s1t1ons an(! i~rovemente has been filed with the City Clerk anci approved by the City Council, to Yhich reference is hereby made for further particulars. 16. That the City Hall Pnrk and the Libre.ry property, and other publicly owned property in sa1cs assessment d1strtct, sh.all be a.ueessed for 1te share of the cost of' sail!! benefits and the amount thereof pa16 in cash by the City. All public streets, alleys and va.ys in use in the performance of the public function shall be omitted from the asses$ment hereinafter to be made to cover the cost of said improvement. 19.
