RESOLVED by the Council or the City of Palo Alto, Calif-
o:rn1a, that it doea hereby prel1m1nar1ly determine that the
public convenience aoo neoeasit;y require, and that it int6n<js
to order the follov:tng work to be done an.Cl improvements to
be made in and for 881d City, to wit:
1. That Harker Ave.nue between HUtchinaon Avenue and
Nswell Road, 1nclU(31ng 1ntereeot1o.ne, be improved by construct-
ing therein grading, crueher-rw1 bl!l.l!e, pavement and aaphalt
concrete veaYoing sur-fa.ce, Portlaru'.1 cement concrete curbes,
gutters, sidewalks, 8lltl driveway s:prons, gas, water and sani-
tary sever services, and vork incidental thareto.
2. All of said work and improvements are to be con-
structed at the places and in the particular locat1ons1 of
the forms, sizee, dimensions and material, end to the J.1nea,
gra.<les, and elevations ae shown and delineated upon the plans,
profiles and specifications preparEtd therefor, aru.1 on file 1n
the office of the City Engineer in the City Hall of se10 city,
reference to vh1ch ia hereby ma<le for .full end detailed dee-
cri.Ption of sa1~ propoeec.1 work and for further particulars ..
3. There is hereby excepted from the above work that
vhich is already done to line and grade, and marked •except~•
or shown "not to be done" on the plans, profiles and .epec1.f!-
cat1ons.
4. The CJ.ty Council does hereby adopt and establish as
the official grades for sai~ ~ork the grades and elevations
shown upon said plane, profiles and specifications. All such
grades and elevations are in feet and decimals thereof in
reference to the official bsse and datum of ea1d city.
5. All Of said work shall be done u~er the superv1e1on
of the C:l.ty Eng1.neer of th.e City of Pa.lo Alto, and all of
said work an.d materials shall be done and furnished to his
satisfaction.
6. Sa.id contemplated work a.nd improvements, 1n the
opinion of this Council is or more than local or~1na:ry
public benefit, anCI the cost and e~pense of doing ea1~ work
ano the expenses incidental thereto, shall be made chargeable
upon the oistr1ct benefiteCl thereby, vM.ch district shall
consist of the consolidated and composite areas of all or the
parcels of property fronting on es.1d wor•k, together v1 th all
properties fronting on any street ~1th1n one-half block of
an intersection which is being improved hereunCler, and the
exterior boWlclarios qt' said district &.re hereby declared to
be the coterminous boundaries of' se.1d composlte and consoli-
dated area. The properties so benefite~, and the boundaries
thereof, are more particularly shown on the map of said
ass.essment d1str·1ct on file 1n the office of the City Engineer
of said city, to which reference is hereby made for a more
detailed description thereof.
7. Ii'otice is hereby given that serial bonds to »epre-
se·nt the unpaid a8sessments and bear interest at the rate of

and where any and all persons interested may appear and 1hov
cause, if any they have. ~h1 the City Council should not find
e.n(S deterrn1ne the.t the public convenience and neces~ity require
the improvements desc1•ibed and referred to 1n this resol·ut1o.n,
without fu1•ther compliance with the Special Asseesment Invoet1-
gat1on, Limitation e~~ Majority Protest Act of 1931.
10. The Clerk of the City of Palo Alto shall give notice
of the adoption of this resolution by publishing a Notice of
Proposed Local Improvement once in the Palo Alto Times, a
daily newspaper published aoo circulated in said City, and by
posting same on or ne ~ the Council Chamber doer of said
Counci~, said posting and publication to be had at least ten
days before said date or hearing.
