MELV!IJ.E AVENUE, ET AL.
RESOLVJa>, by the City Council of the City of Palo Alto,
California, that 1n its opinion the public 1ntereet and con-
venience require, and that it 1s the intention of sa1~ City
Council to or-der th.e following work to be done and improvements
to be me.de 1n said City, to-wit:
1. That Melville Avenue bet~een Channing Avenue and the
end of the pavement south of Ful·ton Street; Harriett Street
bet\.leen Chann111g Avenue and Parkinson Avenue; Wilson Street
bet-ween Harker Avenue and Hopk1ne Avenue; Hutch1.naon Avenue
bet'Ween Chann.tng Avenue and Harker Avenue; P1.i;ie Stz•eet between
Harker Avenue e.nd Hopkins Avenue; Hopkins Av.,nue between
Harriett Street and Nevell Rond; Fife Avenue betveen Boyce
Avenue and Lincoln Avenue; Boyce Avenue between Forest Avenue
and Ch.e.nning Avenue; Santa R1ta Avenue between Cowper Street
and M1dc.Uef1eld Roa.d; Byron Street between Santa R1 te. A venue
and California Avenue; Mic:J<llef'ield Road between Cal1forn1a
Avenue ancl Oregon Avenue; aru.'i th.e southerly one-half of Middle-
field Road between Seale Avenue and California Avenue; and Palo
Alto Avenue between the southerly end and northerly enrl of Poe
Street, including intersections, be improved by constructing
therein grading, crusher-run base pevement s.nd asphalt concrete
wearing surface, Portland cement concrete curbsi gutters,
aidf!tvalk~ ,· driveve.1 aprons snd utility service eterale, and vork
incidental thereto.
2. Whenever any public va.y is herein rttferred to as
running between two publlc ways, or .from or to any public vey, ·
the lntersections or the public we.ye referred to are 1nclude6
to the f):xtent that work sh.all be shovn on the plans to be done
thereon.
3. Sa.i~ streets, avenues, roads, courts ar.lCl rights
of vay are more particularly shovn in. the recol"Ce of the office
cf the Cotmty Recorder of Santa Clnra County,, California, :.:-nd
are sho-wn upon the plans herein referreCJ to and filed with the
City Clerk of sa1d City.

6. Said City Council a6es hereby adopt and establish
as the off1.c1al grades fo:r said work the grades and elevations
sl'lovn upon said plans and pro.files, to which reference is here-

8. 1~ot1ce is hereby given that, pursuant to Sf.:ction
? or Article V oi' Ordinance No. 844 of said C:tty commonly
designated KPalo Alto Improvement Pr·ocedu:re Code', adopted
January 13, 1941, the City Engineer of said City has filed ~1th
the City Clerk of se.1d City, accompanying the plans an<:1 spec1-
f1ca.t1on3 above referr·e~ to, & statement of the total and item-
ized estimated cost of said improvements, incluuivu of 1nc1-
(je:1tal co:ita ftnd expenses of this Pl"Oceed1ng, stating thel"ein
sepe.r•ately the estimated coat cf each cle.as of construction pro-
posed, and the incidental expenses such i...s eng1neer1ng aoo
inspection, nnd the cost of preparing procee~1ngs, the total
estimated cost of 'Wh1.ch is stated as $115,630.96, which ia open.
to public inspection.
9. Saia contemplateel vo:r·k and improvements, 111 the
oplnion of this Council, is of more than local or oroin.ary
public benefit, end the cost and expense of doing said "WOrk nnd
the e:xpenses incidental thereto, shall be made che.rgee.ble upon
the <Hstr1ct benefited thereby, which cUstr1ct shall consist of
the consolidated and composite arens of all of the pai:•cels of
p1•operty front:t.ng on said work, together with all propez•ties
fronting on any street 'Within one-half block of an intoi-section
which is being 1mp:roved hereunder, and the e:xter1or boundax•1es
of sa16 d1$tr1ct are hereby declared to be the cott'lrminous bour.u~
ar1.ea of said composite e.nCI consolidated area. The properties so
benefi tea, an<l the bowldar1es thereof, are more pa.rticulurly
ahovn on the map of ea.id assessment d1etr1ct on file 1n the
office of the C1ty Clerk of said City, to which reference is
hereby made for a more detailed <.'Jescr:.tpt1on thereof.
10. Notice is further given that there is on file vith
the City Clerk e diagram of the assessment district sho"Wing ea.ch
lot or subdivision of land to be assessed and the C!imen~ions
thereof, an.d an assessment of the estimated cost of said work
and improvement upon said lota and parcels according to benefits
to be received from sa.id work and 1mprovf1men!.s, es.ch of which
have corresponding numbers for each sueh lot or parcel.
11. That Rincon9.~a Park, the Commt.m.ity Center,, the
Ch1ldrens 1 Library, the Childrens1 Museum, the Municipal
Pover Plant, and other publicly owned property 1n said aseess-
ment district, shall be assessed for it~ share of the cost of
said benefits and the amount thereof paid in cash by the City.
All public streets, alleys and ways in use in the performance
of the public rwiction shall be omitted from the assessment
hereinafter to be made to cover the cost or said improvement.
12. Notice is hereby given that serial bonds to rep-
resent the Wlpa1d assessmer.ta and bear interest at the rate of
not to exceed fou.~ per cent (4%) per annum, vill be issued pur-
suant to Part 4, Bono Plan C of Article rv of the Palo Alto
Improvement Procedure Code, the last installment of which shall
mature nine (9) years from the secon~ day of July next succeed-
ing ten months from their date.
13. Except as herein otherwise provided for the issuance or bonds, all or the above proposed York shall be done in pur-
suance of the provisions of Article V of 8Sid Palo Alto Improve-
ment Procedure Code.

15. Notice 1~ hereby.given thet Monday, the 8th day
Of July, 1946, at the hour of 7:30 otclock P. M., at the
Council Chambers of the Citr Council of said City, in the
City Hail of sa1a City of Palo Alto, is hereby fixed as the time
and place when and vhere any and all persons having any objec-
tions to the proposed improvements oraga1nst the district to be
assessed for the costs and expenaes thereof, ~r to the City
Engineer's estimate or the costs and e~penses thereof, or against
the gra.Cles at which said work shall be t:ione, or aga1nat the dia-
gram or assessment, ma.7 appear before said Council and shov cause
vhy said proposed improvernents should not be carrie<.1 out 1n
aocoraance with this resolution ot intention.
16. The Clerk of said City shall cauoe this resolution
of intention to be published tv1ce in the Palo Alto T:l.mes, n
daily newspaper, published an.cl c1rculetea in the City of Palo
Al to, vhich aa..i.d paper is hereby designated for th.at purpose,
and vhich is hereby designated as the newspaper 1n which all
further notices required to be made herein shell b·e published.
17. The Superintendent or Streets of sa1(l City shall
ca.use to be consp1cuoualy posted along the line of said con.tem-
plated work and improvements, 0.1 one side or the street, one
in each block, notices of the passage of this resolution or
intention in the time, form and manner prescribed by law.
