ties, eauipment and a11p11ances, works, property or structures

of the City of Palo Alto.
Section 2. That the acqu1.s1t1on, const.,.•uct1on end com-
pletion of said mun1c.1.p&l improvements, ftnd each of them; a.re
necessary and convenient to carry out the objects, pu.r•porrne and powers of said City.
Section 3. That the cost of the acquisition, construction
and completion or said municipal improvements, and each of them,
is and vill be too great to be paid out of the ordinsry an.~ual
inco~e and revenue of said City.
