THE CITY OF PALO ALTO ADOPTING A BASIC COMPENSATION PLAN This Council of the City of Palo Alto resolves as follows: SECTION 1: COMPENSATION PLAN ESTABLISHED: Pursuant to the provisions of Section 12 of Article III of the (darter of the City of Palo Alto, the following basic compensation plan is hereby adopted and shall be administered by the City Manager, except as it applies to the individual positions of City Manager, City Attorney, City Controller, City Clark, and City Assessor. SECTION 2: RANGE$ The compensation plan shall provide two types of salary ranges - the Classified Salary Ranges and the Administrative Salary Ranges, which are made a part of this section. For those classificstiona assigned salary ranges from, the Classified Salary Ranges, the following steps and time intervals for salary review are to be followed, except as otherwise provided. Review Beginning Rate After 6 months on next lower step After 1 year on next lower step After 1 year on next lower step After 1 year on next lower step In administering this plan, the City Manager is authorised to appoint persons to any one of the steps indicated in the salary range if in his opinion it is difficult to obtain qualified personnel in conformance with the basic method outlined above, or if a person with unusual ability is employed. Administrative Salary Ranges are established with a minimum and a maximum salary. The City Manager is authorized to place persons et any salary within the range assigned. Salaries paid to personnel in either the Classified or the Adminis- trative ranges shall be administered in accordance with the plan, City Working Rules and Regulations, end such administrative rules and pi:;cisdures as may be issued by the City Manager from time to time for purpose of clarifica- tion and interpretation. Thu._p ay period.for.all employees shall be hi -weekly, pryable on the second Friday following completion of a pay period all based on 364 days • Salaries paid to personnel in either the Clsacified or the Administrative Ranges shall be administered in accordance with the plan, City Barking Rules acrd Regulation, and such administrative rules nbd procedures as may be issued by the City Manager from time to time for purpose of clarification amd interpretation. The pay period for all employees shall be bi-weekly, payable on the second friday following completion of a pay period all based on 364 days per year. Payments of salaries set forth in the Ranges and Schedules attached hereto shall be made in accord- ance with the Table of Si -weekly Equivalents attached hereto end made a part hereof. In the event of any conflict between the bi-weekly pay schedule and the monthly salary schedule, the rates as set forth in the Table of Bi-weekly Equivalents shall prevail.
