Section 1. The Cou ncil of the City 01 Pole Alto hereby requests the YEPC, u nder section 141! To coordinate h um an relations programa in Palo Alto with those in neighbori ng co mmunities, si nce employer, empl oyee and customer a rs frequently not all residents of Palo Alto. d. To e ncourage employers to have th eir peopl e pa rti- cipate in community acti vities that promote better h uma n relations. 3) To work with other co mmu nity o rga nisations en - Tha ged in human relations or civil rights acti vities. e PAHRC is authorized to do the f ollowing; a. Participate in programs, both within Pale Alto and in neighboring co mmu nities, which have as their goals .naressed employment of minority gro ups and elimination of e mpl oy ment discriai natie n. b. Mediate or con ciliate between a c ommunity organi- sation and an employer when requ ested, provided the same is authorised by PRPC. c. Provide and distribu te ma terials which assist in alleviating hu man r ela tio ns problems. d. Coo rdina te the efforts of these community orga ni- zation s with the public and private agencies which can provide assistan ce in the areas of employment, job upgradin g and retraining. e. En co urage those wo rking with youn ger people on ta king adva ntage of the ir e du ca tiona l opportuni- ties and to appre ciate wha t these oppo rtunities can mean to them. f. Pro vide co ntinual encoura gement to school syste ms to prese nt thro ugh the adult pr ogra m courses that ar e beneficial to mino rity gro ups to better qualify the m for employme nt opportunities. B. In the fie ld of housing: 1) To assist individuals who believe they have been discrim inated against in secu rin g housin g in Pilo Alto by info rming them of their rights and a ssisting the m in getting their c ompla int to the FEPC. The PAHRC is authorize d to disseminate information c oncerning city, State or federa l laws r elative to ho using. 2) To assist an d encourage mem bers of the ho using in dustry and hom eo wners in Palo Alto to e liminate barrie rs to housin g oppo rtun itie s for pe ople of mino rity ethn ic backgrou nd. The PARRC is authorized to: a. Pro vide and distr ibute educational ma terials. b. Conduct studies of housing patter ns in Pa lo Alto in o rder to identify trends. - 2 - 0 c. St udy integrated housi ng as it affects the rental and sales of ho mes a nd apartments, i n- cludi ng its effect on pr operty valu es, s ch ools, social beha vior, etc . d, Dissemin ate the info rmation gathered to r eel estate brok ers, apartment ho use ow ners e nd ope rators, and residents of the com munity. e. Encourage meetings, lectures and ed ucati onal programa aimed at stimulati ng great er publi c un derstanding and acc epta nce of ope n occupancy housing. 3) To c oordinate acti vities in th e field of open housin g with other o rganisations in the community with similar goals. C. To engage in other activities as approved by FEPC which will furthe r the goals of equal opport unity fo r all. D. To keep FEPC advised an d informed at all times on ma tte rs regar din g its opera tion, and to sec ure advan ce approv al from the FEPC of any of its r ules of procedure, educatio nal materials, public ati ons, public a nnouncements or official statements. Section 2. The Co unc il of the City of Palo Alto recom- mends that the PAHRC con sist of five members who shall s erve for terms of thr ee years on a rota tin g basis. The Council of the City of Palo Alto is prepared to recomme nd to the FEPC the n ames of the members a nd the ir succe ssor s as v acancies o cc ur. Section 3, The City Manager is authorized to provide such rea sonable clerical help, office space and supplies as he deems necessary to assist in the establishment of the PAHRC. In a ny event, the Council he reby establishe s max imum suppo rt by the City of Palo Alto of $10,000 per yea r for perso nnel and fupplie a under this resolu tion. The City Co uncil will re view the co st to the City of supporting the PAHRC one yea r after its c rea tion a nd a nnually the reafter so long as the City con tin ues to furn ish su ppor t. It is the hope of the City Council tha t the commun ity at la rge will lend its su pport, financia l as well as spiritual, to - 3 - the achievement of th e purposes for which the PANIC is e stablished; that Palo Alto s ervic e organizati ons, l ab or and management gr oups and mercha nts' erga nizetio ns, will one day soo n furn ish the e ntire fi na ncial s upport of the PANRC; this, not becau se of any unwilli ngness of the City Cou ncil to do so, but beca use of the belief of the City Cou ncil th at the high purposes of the PANRC are m ost likely thus to be realiz ed .
