The Council of the City of Palo Alto DO RESOLVE as follows:
1'hat the following r·ecoiiiDiendations of the Council t s
Speci!ll Committee on Unempl.c1yment Re:.iet' are hereby
adopted by this Council as.t.he adm1FJ.Strativ~ regulations ot the Mayor's Committee on Unemployment Relief for the year 1933-34:
1. ThFt.t .the Council apJ:o.i.nt for the fiscal year
1933~1934 1 on ndminations made by the Mayor, a eommittee
of five citizens none of whom is an adm1nistr3t1ve
officer of any organized relief agency; that this
committee be known as the Mayor's Committee on
Unemployment Relief; that it take of1'1cA July 1,19~3;
and that 1js general duties and authority be outlined
as follows:
a. To encourage the subscription of private funds
and to colleQt such funds for relief wo:rk;
b. To select the depositary for such funds and t.:.
administer and expend the:n 1n a manner determined b:r
the committee, ...-endering by public statemelJt a prop·er accounting; ·
c. To cooperate with 8Kisting relief abencies as
determined by the committee;
d. To review a.pplicat1 :ms for unemployment relie:!"
and to c~rt1fy applicants who, und~r the standard
specifications of the <.:1 t;r, are, in the judgment of the
committee, eligible to un~mpJ.oy111ent relief through
projects financed by publLc·funds;
•. To act as a board o.~ appeals on border-11n·a
cases, with au.thority to decide as to elli.ibility;

f. To classify certifit~d applicants under the
standard classification o;~ the City and determin.:.: the
amount of unemployment relief permitted each
applicant according to hia obligation.s;
g .. To determine mattera of policy and coordinate
activities of vari\lus rel:le!' agenci.;s where there is
an overlapping of" functions--but this without autho1·1 ty
as to the internal managen•ent of the agency;
h. To keep in touch wi~;h the County Social Serviee
with a view or securing Cuu."lty aid for those cases
eligible therefor;
1. To endeavor to secw·e Federal grants for the
relief or local unemploym•mt.
2. That the Council sa1~ up a standard specit1cat~.on
of eli&ib111t7 for appliclmts for City unemployment
reliet; that the Co1.Ulc11 ~~dopt a form ot• a.pplicat1ort;
and tbl.lt each applicant. bu required to iJ;ive informati-on
as to his financial statun and his obligatioo, and
subscribe ~hereto under ontb.

Relief ba asked to prepare :3UOh speeitioations as to
el1~1b1lit)", appl1oat1CI'l fol~•, and olass1ticat1on
schedule, and submit tbem ft)r the consideraticm or the
Council.
That the Mayor's Co~aittee be authorized to set
up a central agenP.y fo~ the registration or applicants
for unemployment relie~ worlt1 it being sugges~ed that
the facilities of the Emplo~rment Bureau of the
Cou~unity Center ~ommission be used 1n so far as
possible; that the officers or that agency be directed
to receive and assist in tht) filing of applications;
that they be deputized to administer the oath; and that
they placa the applications before the Mayor's Committee
without further 1nvest1gatit)D1 it remaining in the
Mayor's Committee to do such 1nvest1gatiOD as it may
see fit.
6. That the Board of Pul>lic Works be asked to
determine a schedule of worlc allot tments under which
each certified male applicant may be given the amount
of employment provided undeJ~ his classi.t1c&tion; and
that the Board be asked to administer publi·::-works
projects so as to provide enployment, in so tar as
possible, for all certified applicants, and that
payment for such employmsn~ be made by check drawn
by the City Auditor 1n tbe nanner customary for the
payment of City employee3.
7. That the Cotmc11 requist the various administra-
tive departments or the CitJr, when hir!ni casual,
unskilled labor for public-norks proJects, to hire
such 1'-bor from the ranks ol• the certified applicants
for unemployment relief.
8. That the Wo•en's Service l.eague be asked to
provide employment for as m~my as possible of the
certified female applicants;; th~t women so employed
be paid from a fund, appropl•iated by the Council for
that pur~ose, in accordance with a classification
and an allottment or work schedule prepared by the
llayor's Committee on Unemployment ReliufJ and that
Sl.t.Ch paymeuts be made by check drawn by the City
Auditor in the manner cuatr.1ary for th'1 payment of
City employees. That the lieague be a11ked to presen.t
a budget rocommendation fc.r its operatton during thd
fiscal year 1933-34, and th!~t the Counc:il .make
appro~riations for cert51n n1inor items of Silch
operation.
9. That the Board of Pul1lic Safety be asked to
assume adllinistrative contrc1l or the OJI&ration of the
Shelter; that the Board be e.sked to prusent a budget
recoaendation for the opere~tion or thEt Shelter for
the fiscal year 1933-1934; l.nd that tbo Council make
apprOiJria tions for certain Dlinor 1 tems or such
operation.

residence, or who, afte:~ being so tt·ansported1 r~turned to Palo Alto. The object of this rUling
is to prevent such fa.mi:Lies from losing their
claim to fut\!re relief at the hands of their own
local relief agency.
No tree assista~~•• such as toad, clothing, :fre·a
met,1ical aid, or other rulief o:f a charitable agen•:y
shall be extended to a non-resident by the :Mayor • :!
CoiDL:ittee. Labor may be ~ranted to families
under question pending :Lnvestigation of their status
as residents.
2. The Mayor's Committeo adopts the attached
schedule as its plan or classification for the
allotment of labor. Tbu family as well as the
applicant must live in Palo Alto. An applicant
•ill be granted work only un the basis or those
members of the family antually li vi:Dg in Palo Al t1).
3. An applicant is assw2ed to earn !ldditional funds
other than those ea~ned through the Committee. n1e
Committee cannot allot :Labor in excess of the
scheduled number of dayn without the approval o:f 1:he
Committee as a whole aft.er presentaUon or all
the special reasons therefor.
4. In case of an applicant ownin& his home, the
taxes and the .interest o~ mort1age (but not the
principal or payments on the princi;!)al) may be
considered in lieu of ront and tor ·that ;purpose
prorated on a monthly basis, but 1n no case tor
a total of taxes and int~t"est in ex1::es s of the
scheduled amount allowecl for rent fi::>r such a tamiJ.y.
s. A bank deposit of ilOO will not disqualify an
applicant, provided his r~nt, taxes and utilities
are not in arrears. Hu Yw·ill be re4~red to sign
a permit to allow the e)~amination ol his bank and
safety deposit status.
6. Life insurance on po:Licies contracted tor prio1·
to l93l may be consiGerod to the ex1:;ant of the
monthly prorated amount1, but 1n no t:ase to more
than $5 for any oue mon1~b.
7. A son or daughter OT4•r ei&hteen nball be expected
