WHEREAS, the maJor portion of the State Blghwa1 funds
der1Yed from the Gasolin~ Tax originates within the cities ot the State, and
WHEREAS the State law at present does not require
that any of such tunds shall be returned direct to oitles tor highway purpose~, and
WHEREAS!nio continue the present system ot allocation under tha ex1.lt law deprives the motor1Dg public ot the
fullest benefitl of the tax paid by it, and
W~REAS, the League ot California Mun1oipal1ties has
caused to be introduced on January ~6 1933, Assemblr Bill
No. 1172 into the State Assembly -j,nlended to remedy and amend said existing law, now therefore,
BE IT RESOLVED, that the City of Palo Alto approve
and recommend said Assembly Bill No. 1172 and further, to
apprise State Senator Jones and Assembly~an Crist by sending
to them certified copies of this resolution, tully endorstog
the League of California Municipalities' "Five Point Program" which r~ads as follows:
1. The County to receive one L~d one-half cent or
the present three cent Gasoliae Tax. rhe present method ot allocation. on the basis of automobile registration to be followed.
2. In the Counties of the State, Gasoline Tax money
shall be distributed as follows:
(a) The County shall retain all funds arising
from the rural registration or the county.
(b) Ot tbe balance, the Countr shall retain fifty
par cent, and the remaining rtrty per cent
shall be divided .aong the cities on the basis
ot their auto•obile registration.
(o) Present provisions relative to counties havi~ less than th1r,y-tive hundred registrations
to be changed to iuer••• the quarterly guarar. tee
fifty per cent, or troa $5 1 000 to $7,500.
3. Prior to expenditure or such Gasoline Tax moneys,
the cities and count¥ shall prepare a street and
highway plan whicb sball designate the traffic
thoroughfares upon which such moner shall be expended.
The intent or this provision beini that Gasoline Tax
money is to be expended on the ba.s.1s or traffic needs
regardless or political bo~ary llnes.
4. The Act shall prov~de authority for interchange of
Gasoline Tax aODeys on the part of the o1t1es and
county where such interchange 1a found necessar;, or
desj,ra'ble in a cooperative plan to build tmd maintain
streets and bighwars included 1n the plan.

by the Council or tho City or Palo Alto at a reg·Jlar meet1nc
