DETERMINING THAT THE PUBLIC INl~REST AND THE PUBLIC
NECESSITY DEMA.~D CERTAIN PUBLIC llUNICIPfi.L IMPROVEMENTS
IN AND FOR THE CITY OF PALO ALTO,TO-WIT: THE IMPROVE-
MENT OF THE PUBLIC PAP.KS NOW OWNE'D BY THE CITY, THE
COST OF ViHICH WILL BE TOO GREAT TO BE PAID OUT OF
THE ORDINARY INCOME AllD R.EVENUE OP SAID CITY.
RESOLVED by the Council of th9 'City of Palo Alto:
Section 1. WHEREAS, the public interest and
the public neoenaity demand certain public municipal
improvements 1n and for the City of Palo Alto, to-w1t:
the acquisition:, and oonstruot1on of nm.n1o1pal im-
provements et the public lands of the City &.C'lUired
for park purpotu'a, which public interest appears and
which necessity arises from the following faota:
That the p:ropoa11tl for the aequ1s1 tion and conetruct1on
ot municipal inq~rovements or certain lands acquired
by tha city tor park purposes is a public interest
and nece~s1ty, for the r~ason that said lands wero
a.~quired by the city fo1• the purpose o.f creating
public parks o.nd recrea:tion g:.."ounds for the use and
enjoyment of' the public and tho 1nha'b1 tan ts of said.

Section 2. AND WHEREAS, theCouncil of the C1ty
ot Palo Alto being the legislttive branch ot said city,
contemplates the aoquia1t1on and construction ot
.municipal 1mprovamenta ot its pub11~ parks and for
this purpose hs.a had plans e.nd estimatee or the cost
thereof made by oonpetent engineers, who have had
suocossful @xper1enoe in said work. which plans and
est1~atea have been examined and approved as a
systematic and comprehensive plan for the future
developmant of the oity parks by the Board of Public
Works, the City Planning Commission and the Park
Commission. end have been recommended by said bodies .
for favorable action by this Council, end which plan:::
and estimates for said work n1·e hereby approved by
this Council; and whereas,,. acco:rd1np: to said ple.ns
and estime.tes, the estiroat<:1d cost of the ae~u.1si tion
and conutruc.tion. of the contempls.ted municipal
1mprove:nents of the c 1 ty' s public parks 1.s the sum
of e1ght;thousa:·d($SO.OOO.OO) dollars, 1.n gold coin
of the United States, which said sum this Couricil
finds to be ~n amount too great to be paid out of
the annual income and revenue of said city:
Section 3. NOW, THEREFORE, the Council of
the City of Palo Alto~ being tha legislative branch
of se.1.d municipality does by this resolution determine
that the public interest and public: necessity derne.nd
the acquisition and construction of the municipal
1 provements of its public parks, and that the cost
thereof will be too groat to be paid. out of the
ordinary aimual income and. revenue of 2aid e1 ty; and
said Council does hereby further determine that all
naeessft:•y and proper proceedings be and the aaine
shall be taken and had for the creation of a bonded
indetitodness for said purpose, in the sum of eighty
thoussnd dollars, as provided by Act of February
25, 1901, Statutes of the State of Callfornia 1901,
page 21, as amended to date, for the purpose and
to the end of having and making suoh improvements of
1ts public parks as stated/
