Thia Council finds that th .. J City of Palo Alto,
a municipnlity incorporated and d.o:tng busine!ls und;.ir
n freeholders' charter of the State of California, owns
and operates a wator system plant to suppiy wa.tftr to
sil.1d City and 1 ts lnhabi tan ts.
'I'h1a Council finds that it is necessar::· to
provide additional storage fac1lit1cs in ordur to
obtain an adequate reserve supply of watar for the
use of the sa:td City r..t.nd its inhn'bit.unts.
This Council finds that it is nocessnry to
&.cqu.1re for the purpose of the construction of H
roservo1r for the 1mpou.nd:tn.g of water a site of land
nt a proper elev~ltion and approximately near the City,
so as to furnish wa t.er at ·the proper pres3ure to the
mains of snid City as a storage resorv0 fer sn1d
water system and to obtain proper prei;i~'.ure for fire
