SHER WHEREAS, Byron D. Sher served the City of Palo Alto as Councilmember in 1965-67 and from 1973 to 1980; and WHEREAS, Byron D. Sher served as Mayor of Palo Alto in 1974-75 and again in 1977-78; and WHEREAS, Byron D. Sher served as Vice Mayor of Palo Alto in 1979-80; and WHEREAS, Byron D. Sher served as Chainnan of the Council's Finance and Public Works Comnittee in 1979-80; and WHEREAS, during his service on the Palo Alto City Council, Byron D. Sher represented the City of Palo Alto at numerous local, State and regional agencies including the Association of Bay Area Goverrvnents; the Northern California Power Agency; the Santa Clara County Transit District-Transportation C011111ission; the League of California Cities Resolution Ccxrmittee, the League•s Policy Comnittee on Environmental Quality and Solar En2rgy Program Policy Advisory Board; aod, as Mayor, the U.S. Conference of Mayorst the National league of Cities, the 5anta Clara County Inter-City Council and Intergovernmental Council; and WHEREAS, Councilmernber Sher has given unselfishly of his time and talents to provide effective leadership on behalf of the total c~liilunity; and WHEREAS, through the efforts and contributions of Councilmember Sher, the City continued to occupy a position of eminence in tenns of the quality of service provided to its citizens; and WHEREAS, the City of Palo Alto desire~ to recognize the meritorious service of Byron o. Sher. NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Palo Alto hereby cOlllnends the outstanding public service of ByrOJil O. Sher and records its appreciation as well as the appreciation of the citizens of this coomunity for the service and contribution rendered during his tenn on the Council. SALARY A. Salary Range Tables Personnel covered by this plan shall receive compensation within the salary ranges set forth jn the Salary Range Tables that follow Section II. The salary range for each positi011 classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate monthly and/or a"nual equivalent. B. Establishment of Salary The City Manager is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and performance. Merit advance•ents from the first salary step to the second salary step shall be C)ranted at six-month intervals and between the second and subsequent steps at one-year intervals if the affected employee has deaonstrated a>n- tinued improvement and efficient and effective service. Po~ the purpose of determining step time requirements, ti111e will conaence on the first day of the month coincid- ing with or following entrance onto a salary step. Step increases shall be effective on the first day of the pay- roll period in which the time requirements have been met. The City Manager, in rec0gnition of unusual circumstances or extraordinary performance, may authorize special merit advance .. nt. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the City Manager may, if circum- stances warrant, continue the salary for such employee in an amount in excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as •Y-rates•. SBCTIOM II. SPECIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth in Section I above, aay receive special compensation as follows. Eligibility shall be in conformance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes of clarification and interpretation. • COMPENSATION PLAN POR THE CITY OF PALO ALTO Fire Personnel January 1, 1980 -June 30, 1981 Pa9e 2 A. Annual Adjustment ,. Annually, each employee who holds a regular full-time appointment in the municipal service on or before July .. • '• first and continues in such status throu~h the first day of Pay Period No, 25 (in December) shall receive, in addition to the salary prescribed herein, a salary adjustment equal to one percent of the employee's current annual salary. Annual adjustments shall be prorated to reflect appointment from January 1 through July 1 of the current year, or inter- rupted service durin9 the year. B. Overtilfte Premium Rate Shift personnel assigned to overtime relief duty in addi- tion to their regular 56-hour shift schedule shall receive overtime compensation at a rate of one and one-half tiines the employee's basic 56-ho~r rate for all hours of the relief duty shift~ Overtime assiqnments for duties other than minimwa staffing shall receive compensation at a rate of one and one-half times the employee's basic 40-hour rate. c. Working Out of Classification Effective January 12, 1981 all out-of-classification assign- aents assigned by Manage•ent where eight or more hours of the shift are worked will be paid acting pay from the begin- ning of the assignment at 7 1 /2\ above the base regular rate of pay. This provision applies to lower classifications working as Apparat~s Operators and Captains. Representation unit employees workinq as Battalion Chiefs will follow past practices. D. Paid Time Off -Staffing Available All representation unit fire suppression personnel as of January 1, 1980, shall be entitled to one shift (24 hours) nff with pay on a staffing available basis when platoon staffin~ is above 32, to be taken before June 30, 1981. Non-shift representation unit personnel will be entitled to tvo days off staffing available under this sectiona Tiae off under this article will be lost if not taken by the dates indicated. In Lieu of Holiday Pay Representation urtit fire suppression personnel in pay status shall receive 11.5 hours straight time regular pay per month in lieu of holidays to a maximum payment of 138 hours per year. If ~mployees wish t.o take time off instead of in-lieu ~y, time off shall be at the rate of one-half shift (12 hours) per month on a staffing available basis. Such time off must be scheduled so that no additional over- time will be required to achi~ve suppression minimum staff- ing. Ti~e off instead of in-lieu holiday pay may be taken in advance of the month that said in-lieu hours becollle pay- able up to a maximum of 48 hours. However, no in-lieu hours will be paid until such advanced time off has been liqui- dated by the in-lieu hcui:.·a accrued ~n subsequent months. P. Pay For Court Appearance Sworn Fire Personnel appearing in court for the People shall be compensated u follows: Period Appearance on scheduled "ay off. Any or all court time during scheduled shift. Retired Employees • ... •· ' The City shall, upon submittal of evidence of payment, reimburse up to $60 per quarter of medical plan premiums on behalf of fire unit employees who retire fro~ the City under service or disability retirements after April t, 1970. The retiree may select any medical plan. The plan may cover eligible dependents as defined under the City Employees 1 Health Plan. No reimbursements will be made for plans providin~ benefits other than medical and health benefits. I. Medical and Dental Insurance Except as otherwise set forth herein, the City will maintain the present level of benefits on all City sponsored medical and dental pro~rams. 1. City Health Plan or Kaiser Health Plan The City shall pay 100• of the premiums for all employee and dependent coverages on be- half of eligible and enrolled employees and dependents. Health Plan premium increases durin9 the term of the compensation plan will be assumed by the City. 2. Dental Plan The City shall pay all premium pa)'Plents or equivalent self-insured proqram charges on behalf of employees and dependents who are eligible and enrolled for coverage under the existing dental plan. J.
