RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING THE USE OF 1981-82 COMMUNITY DEVELOP~~T
BLOCK GRANT FUNDS
WHEREAS, on February 12, 1979, t.h*.? City Council adopted the
1979-82 Col'ftfflunity Development Pla•1, the 1979-82 Community
nevelopment Program and the 1979-82 Holsing Assistance Plan: and
WHEREAS, the 1981-82 Community OE!velopment Funds are proposed
in order to implement the above plans and proqram: and
WHEREAS, potential uses of federal Community Development Block
Grant funds have been evaluated in light of the needs of the
community and the recommendations and comments of the Citizens•
Advisory Committee and other interested citizens: and
WHEREAS, the Finance and Public Works Committee and the City
Council have held advertised public he.:arings on the proposed uee of
1981-82 Conununity Development Funds: and
WHEREAS, ~.t is the intent of this program to give the highest
priority to activities which will benefit low/moderate income
persons and aid in the prevention or elimination of slums or
blight:
NOW, TP.EREVORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The Council hereby adopts the use of 1981-82
CollJ!Dunity Development funds for the following programs~
i. Housing Improvement Program ($200.000):
2. Housing Land Bank {$200,000J:
3. Colorado Park Improveaent ($24,000)1
4. Rent~l Rousing Acquisitiun Program ($133,000): s. Senior Home Repair ($10,000)r
6. Tenant Landlord Information & Referral Service ($7,500);
7. Midpeninsula Citizens for Fair Housing ($8,000):
8. Handicapped Housing Discrimin.:ition ( $8, 800);
9. Shared Dousing Project ($10,000);
10. Palo Alto Housing Corporation Operating Budget ($54,200);
11. CDBG Administration ($34,500);
12. Non-Profit Facility Rehebilitation Program ($50,000);
13. Ventura Child Care CentQr ($35,000):
14. Casa SAY: Crisis Resolution Center ($25,000),
SECTION 2. The Council hereby authorizes staff to submit the
appropriate application foras for 1981-82 Com111unity Development
funds, with .such 1tOney to being used as indicated in the adopted
Co'Munity Development Plan and Program; and hereby authorizes the
Mayor, the City Manager and other appropriate City officials to
sign the application forms wherever necessary.
SECTION 3. The Council finds that none of the provisions of
this resolution will have a siqnificant adverse environmental
i•pact.
