RESOLUTION Of THE COUNCIL OF THE CITY OF PALO ALTO
DECLARING THE RESULTS OF THE SPECIAL MUNICIPAL
ELECTION HELD ON NOVEMBER 4, 1980
WHEREAS, on November 4, 1980, the City Council of the City of
Palo Alto, County of Santa Clara, submitted to the voters of said
City in a special election which was consolidated with the general
election the following question:
City of Palo Alto Measure D
Shall an ordinance be enacted which ( 1) adds a
pol icy to the City of Palo Al to Comprehensive
Plan to state that the Palo Al to Yacht Harbor
shall continue in operation by allowing and
encouraging the County of Santa Clara, under the
existing lease, to dredge and maintain the
harbor as a regional facility for the use of
small boats and pleasure craft and the enjoyment
of the general public, (2) provides for the
utilization of yacht harbor dredged spoils as
impermeable cover for the sanitary land fill
(dump) before utilizing cover materials from
other source2, and (3) rescinds the City Council
action limiting Yacht Harbor dredging by Santa
Clara County to one more final time?
WHEREAS, due a:1d legal noti~e of said special election was
given as required by law; and
WHEREAS r on the foilrth day of November• 1 980, at the hour of
seven o'clock in the morning of said day, the polls were duly and
regularly opened for said special election in e.aid City and said
polls were continuously kept open for said purpose from the time
they were so opened until eight o'clock in the evening of said day;
and
WHEREAS, on December 8, 1980, the Council of ~~e City of Palo
Alto met at its usual place of meeting and did then and there canvas
the returns of said special P.lunicipal election and declare the re-
sults thereof;
SECTION 1. The Council finds and declares that:
(a) A special ~lection was duly and regularly held on Novelllber
•~ 1980, according to the Charter of the City of Palo Alto, appli-
cable ordinances of the City, and the election laws of the State of
CaUf'.ornia.
(b) '!'he whole number of votes cast in the City of said con-
solidated election including votes cast upon absentee ballots as
shown on the abstract of votes provided by the Registrar of Voters
was 30.857.
( c) The votes case on Measure D regarding Palo A.l to Yacht
Barbor were: For the measure, 12,9641 Against the measure, 14,910.
SECTION 2. The Council finds and declares that Measure D did
not receive the approval of the majority of the electors voting on
said question at said special election.

SECTION 3. Attached hereto and incorporated herein as E:ithibit
"A" is the statement of the result as rf!quired by Section 22933 of
the Elections Code of the State of California.
SECTION 4. The Ci tl' Clerk is directed to forward said measure
and the resutts thereof ·:.o the Governor and the Legislature of the
State of California.

I, George A. Mann, Registrar of Voters and
Recorder of the County of Santa Clara, State of Cali-
fornia, do hereby certify that at the General Election
held on November 4, 1980 a Special Municipal Election
consolidated therewith, was held in the City of Palo
Alto for the purpose of submitting Measure D to the
voters of said City;
That the official canvass of the returns of
said electi~n was conducted by the office of the Regis-
trar of Voters in accordance with the appropriate pro-
visions of the Elections Code of the State of California;
and
That hereto attached is a full, true and correct
~tatement of the votes cast at said Special Municipal
Election.
