RESOLUTION OF THE COUNCIL OF THE CITY OP PALO ALTO
REAFFIRMING ITS SUPPORT FOR A MULTI-USE FACILITY POR
BICYCLE AND PEDESTRIAN USE ALONG THE FRONTAGE ROAD
ROUTE LOCATION
WHEREAS, this Council has considered and evaluated the
development of a pedestrian and bicycle facility &long the
Frontage Road Route location; and
WHEREAS, this Council has concluded that the proposed
facility will be in the public intereL~ and serve the needs of
the citizenry of Palo Alto and adjacent communities;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. This Council reaffirms its support for the
development of a multi-use facility for pedestrians and
bicyclists along the Frontage Road Route location.

l. Location: Los Robles/La Donna
'Requ~: Install stop signs on Loe Robles to facilitate CTOeaing
of Los llobles for school children.
Discusaiou: Los Robles is a through street at La Donna. Los Robles
i8 also a collector street. No accidents were reported in 1978 and
1979. However, several students living in this area have started
using thilJ route to go to Wilbur School since the school di•tri~t
atoppecl busing. This intersection is also used by Vent11ra.neigh-
boTbood students to go to Creekside School. Staff also diacusaed
this requeet with Will Beckett, Chairman of the ~af f ic and Parking
ec-ittee, Ba-rron Park Residents Association. It appears that tba
-:~ittee ia split on this itJsue. Some llellbera feel that t.he •top
sip ¥111 only prOYide a fel.ae sense of aecurity to bikers amt
pedestrians, since .oet drivers de not stop at atop signs. Others
f.el that a atop sign vill elow the traffic· at the intersect~on
(if not stop it), and thus improve the safety. In light of the
City Council's acceptance of atop signs as a traffic ma..ugement tool,
and in order to improve the safety of bikers and pedestrians at this
location, staff feel.a that this inte-raection should be made a

2. Location: Vebster/Coleridge
leque•t: Inatsll stop signs on Coleridee.
Discuesion: Coleridge is a through atreet at w.1-b5't"":-There 18
no accident history or right-of-way control prcblern at t~s location.
However, Coleridge at Middlefield (one block east of Webster)' is
closed to through tTaffi.c. Despite 3 '•Not a Through 3treet" sign
at the ts.ginning of Colerid&e and :i "Dead End" sign at the easterly
end of the atreec~ eaatbound drivers continue driving on Coleridge
past Webster as if Coleridge were connected to Middlefield. In
fruat-ration, theaa drivers often make.hasty U-turns, causing safety
problem. The illusion that Coleridge connects to Middlefield can

3. Location: Hamilton/Seneca
Request: Install stop signs on Hamilton to discourage conundter
traffic.
Discussion: Representatives of Hamilton Avenue residents have
requested-that stop signs be installed on Hamilton to discourage
Conttmlte traffic. A traf~ic study of this area revealed earlier
that a substantial amount of commuter traffic uses Hamilton.
Staff feels that the addition of stop signs at this lo~ation will
discourage the commute traffic.
Recommendation: Install stop signs en Hamilton at Seneca.

4. Location: Channing/Harriet
Request: Install stop signs on Channing to facilitate children
crossing the street.
Discussion: Channing ( a collector street) is a through street at
Harriet. No accidents were reported in 1978 and 1979, and the
visibility is clear. The existing crosswalk is easily visible and
supplemented· by school crossing signs. There are adequate gaps in
traffic to cross Channing. Staff will paint the School X-ing
legend on the pavement to further improve the situation.
Install stop signs on Channing at Harriet.
