HomeMy WebLinkAboutRESO 5842• ' ; RESOLUTION NO. 5842 RESOLUTION OF THE COCNCIL OF THE CITY OF PALO ALTO IN SUPPORT OF PROPOSITION ONE {CALIFORNIA PARKLAND$ ACT OF 1980) WHEREAS, the California State Legislature and the Governor of the State of California have reviewed and placed Propostion One (California Parklands Act of 1980) on the November 1980 ballot; and WHEREAS, if approved, the Act will provide a total of $285 million to acquire and develop local, regional, and state parklands1 and WHEREAS, $85 million of the total dollars would be available for city, county, and regional parks and recreation1 and WHEREAS, $30 million of the total dollars would be available for urban open space and recreation grants to cities, counties, and park districts for critical unmet needs in major metropolitan areas; and WHEREAS, $70 million of the total dollars would be available for the State Park System to acquire and develop new parks and historic sites and to renovate existing facilities1 and WHEREAS, $90 million of the total dollars would be available for acquisition and development of coastal and beach properties including projects on the San Francisco Bay and the Santa Monica Mountain zone; and WHEREAS, $10 million of the total dollars would be available to state and local agencies for State Coa&tal Conservancy projects; and WHEREAS, leisJre and open space in both urban and rural areas are a necessity to life, having a substantial beneficial effect on mental and physical health, economic productivity, and social prob- lems; ar.d WBBRBAS, enhanceaent of parks, open space, and other national resources have a direct economic benefit on our co-..unity and the state as a wholer and WBERBAS, Proposition One, unlike its predecessor on the June 1980 ballot, would place before the voters of California a aeasure solely devoted to providing funding for acquisition and development of parks and open spaces, recreation programming, conservation and natural resources, and access to popular recreation areaar NOW, t'BBRBPORB, the Council of the City of Palo Alto does RESOLVE as follows: • SECTION 1. The Council of the City of Palo Alto supports the passage of Proposition One on the November 1980 ballot. ' • RESOLUTION NO. ~i.._ RESOLUTION OF THE COUNCIL OF THE CITY OF PA.LO ALTO AMENDING THE PALO ALTO COMPREHENSIVE PLAN LAND USE MAP AND THE OPEN SPACE PLAN MAP WHEREAS, the Council of the City of Palo Alto adopted by Resolu- tion No. 5291 on November 29, 1976, and amended by Resolution No. 5403 on May 2, 1977, the Palo Alto Comprehensive Plan, including a Land Use Map; and WHEREAS, the Council of the City of Palo Alto adopted Resolution No. 4585 on April 17, 1972, and amended by Resolution No. 4728 on April 23, 1973, the Open Space Plan, including an Open 5pace Plan Mapi and WHEREAS, the Comprehensive Plan Land Use Map and the Open Space Plan Map designate several parcels purchased by the Midpeninsula Regional Open Space District as •0pen Space Controlled Development,• as more specifically indicated on Exhibit 1 attached hereto; and WHEREAS, those lands under public ownership for use as open space are now deeignated in the Palo Alto Comprehensive Plan and the Open Space Plan as •publicly-owned Conservation Land•; and WHEREAS, the Planning Commission held a public hearing on the proposed amendment on September 3, 1980f as required by Title 19 of the Palo Alto Municipal CodeJ and WBE'REAS, the Planning Co1DJ1ission recommends the amendment of the Palo Alto Comprehensive Plan Map and the Open Space Plan Map to change the land use designation of the aforementioned properties to •Publicly-owned Conservation Land•: and WHEREAS, the City Council desires to amend the Palo Alto Compre- hensive Plan Map and the Open Space Plan M<~ to chanye the land use designation of the aforementioned properties to •publicly-Owned Con- servation Land•1 NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The Land Use Plan Map which is part of the •palo Alto Comprehensive Plan, 1976,• and the Open Space Plan Map which is part of the •open Space Plan, revised 1973,• which is an element of the Palo Alto Comprehensive Plan, are hereby lYlended to change the land use designation of properties purchased by the Midpeninsula Regional Open Space District from •0pen Space Controlled Develop11ent• to •publicly-OWned Conservation Land1 • as provided on Exhibit 1 attached hereto and incorporated herein by reference. ·~· • • • ...
