RESOLUTION NO, '.>841 ----- RESOLUTION OP THE COUNCIL OF THE CITY OP PALO ALTO ENDORSING THE REFERENDUM TO STOP THE PERIPHERAL CANAL AND SUPPORTING PROPOSITION 8 ON THE t«:>VEMBER BALLOT WHEREAS, the Legislature enacted and the Governor signed into law SB 200, which authorized the construction of the $5 billion, 43-mile long, 400-foot wide, 30-foot deep Peripheral Canal1 and WHEREAS, the Canal has the capacity to direct 70 percent of the flow of the Sacramento River around the eastern end of the Sacramento-San Joaquin Del ta and into the California Aqueduct system, to be pumped to the Central Valley and over the 1110untains to Southern California1 and WHEREAS, the south part of the Bay, at Palo Alto's doorstep, could become a 9iant stagnant pond if the Peripheral Canal deprives the Ray of tha fresh water needed to perform the flushing action required to keep the Bay healthy1 and WHEREAS, SB 1361, a companion bill to SB 200, would have required conservation efforts and groundwater manage•ent programs in the Valley and Southern California, but is currently being held in the Senate Agricultural and Water Resources committee: and WHEREAS, a referendum effort is currently underway to reverse SB 200 and the authorization of the Peripheral Canal~ and WHEREAS, Proposition 8, a constitutional amendment on the November ballot, proposes to provide some safeguards for the Delta and Northern California rivers. NOW, THEREFORE, the Council of the City of Palo Alto RESOLVES as follows: SECTION 1. The City of Palo Alto opposes the c:x>nstruction of the Peripheral Canal and goes on record in support of the referendUM which p\aces before the voters of the State of California the whole issue of tfte construction of the Peripheral Canal. SECTION 2. That the City of Palo Alto goes on record in support of Proposition 8, ·the constitutional amendment on the November ballot. SECTION 3. Copies of this resolution be sent to the Governor of the State of California and appropriate State Legislators.
