RESOLtrrION or THE COUNCIL OP T....--CITY OP PALO ALTO
CALLING A SPECIAL ELECTION POR NOVEMBER 4, 1980, FOR
SUBMITTAL OF AN INITIATIVE PETITION TO THE ELECTORATE
REGARDING THI YACHT BARBOR LOCATED IN THE CITY OF PALO
ALTO BAYLANOS, RBQOBSTING THE SERVICES OF THE REGISTRAR
OF VOTERS FOR SAID ELECTION, ANO ORDERING THE CONSOLIDA-
TION OP SAID ELECTION
WHEREAS, an initiative petition has been ~resented to this
Council in accordance with the requireaents of Article VI, Section
2 of the Palo Alto Charter and a request has been made on the pe-
tition for a special election; and
WHEREAS, this Council has concluded that it wishes to submit
said initiative to the electorate of the City of Palo Alto for
consideration1 and
WHEREAS, Section 22003 of the Elections Code empowers this
Council to request the assistance of the County Registrar of
Voters to provide election services to Cityr and
WllEREAS, this Council is empowered by Section 23302 of the
Elections Code to request consolid~tion of a special election with
other elections1
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. A special eZVtction is hereby called for the City
of Palo Alto to be held on November ~, 1980, for submittal of the
initiative measure, attached hereto as Exhibit •A• and incorpo-
rated her~in by reference, to the electorate. The City Clerk ia
directed to do all things required by law to effectuate such elec-
tion.
SECTION 2~ Pursuant to the authority of the Charter of the
City of Palo Alto, the Citt Council submits the following measure
for an initiative action to the electorate:
CITY OP PALO ALTO MEASURE
Shall an ordinance be enacted which (1) adds a
policy to the City of Palo Alto Co11Prebensive Plan
to state .that the Palo Alto Yacht Barbor shall
continue in operation by allowing and encouraging
the County of Santa Clara, under the eKiatin9 lease,
to dredge and aaintain the harbor as a regional
facility for the uae of eaall boats and pleasure
craft and tbe enjoyaent of tbe~general public,
(2) provide• for the utilisation of yacht harbor
dredged apoil• aa impermeable cover for the sani-
tary land fill (dump) before utilizing cover

City Council action liaiting Yacht Harbor dredging

Against the Meaeure ------
If a majority of the qualified voters votinq on such measure
shall vote in favor of City of Palo Alto Measure , it shall be
deemed ratified and shall read as follows: ~
•sECTION 1. The Palo Alto Comprehensive Plan
is amended by the addition of Policy Noe 6, page 35
(Schools and Parks), as follows:
"Poli~ 6: Continue in operation the Palo Alto
Yacht Har r by allowing and encouraging the County
of Santa Clara, under th~ existing lease, to dred9e
and maintain the harbor as a regional facility for
the use of S1U1l boats and pleasure craft and the
enjoyment of the general public.
•sECTION 2. It shall be the policy of the City
of Palo Alto to provide for the utilization of yacht
harbor dredged spoils as impermeable cover for the
sanitary land fill (dump) before utilizing cover
aaterials frOll other sources.
•sECTION 3. The action of the City Council of
June 2, 1§80, which liaits the County's dredging of
the yacht harbor to 'one 1tOre final time' is re-
scinded.•
SECTION 3. Pursuant to Section 22003 of the California Elec-
tions COde, tlie Council of the City of Palo Alto hereby requests
the Board of Super~isors of Santa Clara County to permit the Reg-
istrar of Voters to render services to the City of Palo Alto re-
lating to the conduct of said City's aunicipal election which is
called to be held Noveaber 4, 1980. The services shall be of the
ty~ noraally performed by the Registrar of Voters in assisting
the Clerks of the 1111nicip•lities in the conduct of elections in-
cluding, but not limited to, checking registrations, •ailing bal-
lots, hiring election officers, and arranging for pollin9 places,
providing and distributing election supplies, publishing, and fur-
nishinq votoaatic machines. "'"· Subject to the approval of the Board
of Supervisors of Santa Clar• County of the foregoing requests,
the City Clerk ia hereby authorised to engage the services of the
Registrar of Voter• to aid in the conduct of said election and the
City Controller ia authorised ~nd directed to pay the cost of said
aervicesr provided tbat, no payment shall be for services for
which the Registrar of Voters ia otber~ise required by law to per-
fora. ~be City Clerk is directed to submit.a certified copy of
this Resolution to the Board of Supervisors of the County of Santa
Clara.

SECTION 4. Pursuant to the provisions of Section 23302 of
the Elections Code, this Council requeata the special election of
the City of Palo Alto on November 4, 1980, which will submit the
above measure to the electorate, be consolidated with the general
election. The City Clerk is directed to file a copy of this re-
quest with the Board of Supervisors and the County Clerk of Santa
Clara County.
SECTION 5. The Council of the City of Palo Alto finds that
this is not a project under the California Environmental Quality
Act and, therefore, no environaental impact assessment is neces-
sary.
SECTION 6. This resolution shall be effective ifDDlediately in
that Tt relates to elections.
