HomeMy WebLinkAboutRESO 5816. • .. • ORIGINAL RESOLUTION NO. 5816 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO IMPLEMENTING THE SOUTHGATE TRAFFIC CONTROL PLAN FOR A NINETY-DAY TRIAL PERIOD WHEREAS, City staff has performed a traffic study of the Southgate/Evergreen Park neighborhood which confirms substantial through traffic on Mariposa and Castilleja; and WHEREAS, Transportation Program 32 of the Comprehensive Plan urges the mitigation of through-traffic in residential neighbor- hoods r and WHEREAS, a ninety-day trial plan is being considered to reduce through traffic in the Southgate/Evergreen Park neighborhood~ NOW, THEREFORE, the Council of the City of Palo Alto does RE- SOLVE as follows: SECTION 1. The Southgate Traffic Control Plan, as set forth in Exhibit 1, is hereby adopted for a ninety-day trial. SECTION 2. The Evergreen Park study shall be assigned a high priority and shall be Phase II of the Southgate study with traffic count information being gathered prior to commencement of the ninety-day Southgate trial, SECTION 3. The existing stop sign on Castilleja north of Mir- amonte shall 6e moved to Castilleja south of Miramonte, and a new stop sign shall be installed on Castilleja at Churchill, these changes being an integral part of the traffic control plan. SECTION 4. The Council finds that the passage of this resolu- tion will have no significant adverse environmental impact. Solves 90% of Southgate through-traffic, and 25 -60% of Birch through- traffic. Returns through traffic to arterials and collectors. 2. Preserves Southgate access to california Avenue shopping district. 3. Imposes least physical street interference of all proposals studied. 4. Improves Castilleja/Park intersection--elim1naces iilega~ u-turns, aios 01cyclists. S. Improves safety and reduces congestion at Castilleja/Churchill. 6. Maintains current police, fire, and sanitation routes. Disadvantages 1. Hay increase traffic entering on Madrono by 150 vehicles per day, of which 90 are "through". (Although circuitous, southbound through traffic can still enter on Hadrono.) 2. Eliminates direct southbound route for bicyclists between Churchill and Park Blvd~ 3. Some traffic diverted to El Camino from Birch may filter back into Evergreen Park via Stanford, Oxfordt College. 4. Traffic may increase on Sequoia between Esccbita & Castilleja. 5, Motorists could still enter Southgate at Peers Park by violating the one-way segment.
