RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING APPRECIATION TO PHILIP W. VOGT
FOR OUTSTANDING PUBLIC SERVICE AS A MEMBER OF
THE ARCHITECTURAL REVIEW BOARD
ORIGINAL
WHEREAS, Philip W. Vogt has served the City of Palo Alto as a member
of the Architectural Review Board from June 1973 to July 1980; and
WHEREAS, Philip W. Vogt served as Vice Chairman of the Architectural
Review Board in 1973/74 and again in 1977; and
WHEREAS, Philip W. Vogt served as Chainnan of the Architectural Review
Board 1n 1974, 1975 and 1976; and
WHEREAS, Philip W. Vogt has given unselfishly of his time and talents
to assist in guiding the growth and development of the City in the best
interest of the total conmunitYi and
WHEREAS, Philip W. Vogt has made a significant personal contribution
to the comnunity through his diligent and conscientious efforts while
serving as a member of the Architectural Review Board; and
WHEREAS, the City of Palo Alto wishes to recognize the service of
Philip W. Vogt.
NOWs THEREFORE~ BE IT RESOLVED that the Council of the City of Palo Alto
hereby gratefully records its appreciation, as well as the appreciation of
the citizens of the comnunity, for the outstanding public service rendered by:

SOUTHGATE TRAFFIC CONTROL PLAN
90-DAY TRIAL

Advantages
1. Solves 90% of Southgate through-traffic, and 25 -60% of Birch through-
traffic. Returns through traffic to arterials and collectors.
2. Preserves Southgate access to California Avenue shopping district.
3. Imposes least physical street interference of all proposals studied.
4. Improves Castilleja/Park intersection--elim1nates i~legai u-turns, aias 01cyclists.
5. Improves safety and reduces congestion at Castilleja/Churchill.
6. Maintains current police, fire, and sanitation routes.
Disadvantaaes
1. May increase traffic entering on Madrono by 150 '\•ehicle.s per day, of which
90 a't'e "through". {Although circuitous, southbound through traffic can still
enter on Madrano.)
2. Eliminates direct southbound route for bicyclists between Churchill and Park Blvd ..
3. Some traffic diverted to El Camino from Birch may filter back into Evergreen
Park via Stanford, Oxford~ College.
4. Traffic may increase on Sequoia between Esccbita & Castilleja.
5. Motorists could still enter Southgate at Peers Park by violating the one-way
segment.
