HomeMy WebLinkAboutRESO 5775.... • ORIGINAL RESOLUTION NO. 57f5 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO PROVIDING AUTHORITY TO THE CITY MANAGER TO EFFECT CERTAIN CHANGES IN GAS UTILITY RATES (SCHEDULE G-1) (AMENDING RESOLUTION NO. 5756) WHEREAS, the California Public Utilities Commission periodically hears and grants wholesale gas rate increases to Pacific Gas & Electric Company (PG&E)7 and WHEREAS, said PG&E rate increases are based upon fluctuations in costs to PG&E from certain gas producing companies, tax law changes, exchange rate changes, increased operating expenses, rate of return adjustments, and similar item~ reflecting the financial condition of PG&E; and WHEREAS, it is desirable for the City of Palo Alto to adjust its gas rates promptly upon commencement of an increase from PG&E in order to avoid loss of revenue. NOW, THEREFORE, the Council of the City of Palo Alto does RESCLVE as follvws: SECTION 1. Effective March 10, 1980, the City Manager is hereby authorfZed to adjust the gas rates of the City of P~lo Alto contained in Schedule G-1 of the City of Palo Alto Utilities Rates and Charges to reflect wholesal~ gas rate increases and to track PG&E's retail rate schedules G-1 and G-2; the action ~f the City Manager shall be non- discretionary. This resolution expires December 31, 1980. The Palo Alto Gas Rate Schedule G-1 shall substantially conform with those rates contained on PG&E General Service Rate G-1 and G-2 apF~icable to the East Bay, Peni~sula-San Jose and Sacr~rnento Geographical area. The effective date of said adjustments to Schedule G-1 shall be the same date on which the wholesale rate increases from Pacific Gas & Electric Company become effective for the City. 3ECTION 2. The City Manager shall report any change in gas rates authorized by this resolution to the City Council as soon as practicable. If the City Council approves such changes, it shall do so by resolution. SECTION J. The Council of the City of Palo Alto finds that the revenue derived from the authorized adjustment of said gas rates by the City Manager shall be used only for the ~urposes set out in the Palo Alto City Charter, Article VII, Section 2, entitled "Public Utilities Revenue." Therefore, the adoption of this resolution and the future adjustments of said gas rates by the City Manager as authorized herein are specifically exempted from the requirements of CEQA under Public Resources Code Sec- tion 21080(b) (8).
