California Public Utilities Conllliaaion heard and granted several wholesale gas rate increases to Pacific Gas & Electric Company as "offsets11 and Track!~"; and WBBREAs~ ·said offsets include fluctuations in the cost of gas td Pacific Gas & Electric Company from certain producing companies, tax law changes, exchange rate changes, and similar i~ema affecting the cost of gas to Pacific Gas & Electric Company; . and -. · · . . WHEREAS, in addition to offsets, other increases,-commonly known as tracking", are authorized to be e!fective in the fut1Jre when and if tha Federal Power COBDission gi:"~ts requested rate increases to gas producers; and · · WHEREAS. it is desirable for the City of Palo Alto-to adjust its gas rates promptly up0n comnenc~t of an increase from .
