RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
EXPRESSING CONCURRENCE WITH THE SOLID WASTE MANAGE-
MENT PLAN FOR SANTA CLARA COUNTY
WHEREAS, the Nejedly-Z'berg•Oills Solid Waste Management and
Resource Recovery Act of 1972 (hereafter referred to as the Act)
requires each county in cooperation with affected local jurisdic-
tions to prepare a comprehensive, coordinated plan for the management
of solid wastes; and
WHEREAS, the City of Palo Alto, California participated in the
preparation of the Solid Waste Management Plan for Santa Clara
County through its elected officials and staff over the past three
years; and
WHEREAS, the City of Palo Alto r~cognizes the need for coordi-
nation and planning of future solid waste management activities,
both locally and regionally in accordance with the Act; and
WHE~·, participation in a joint effort for short, mid, and
long range solid waste management planning will be for the express
purpose of enhancing the existing system and deriving optimwn
benefits from resources recoverable from the waste stream; and
WHEREAS, the City of .Palo Alto has reviewed the Plan with
specific reference to the objectives of the Plan, the methods and
organization for implementation of the program, the procedures for
financing the recommended program and the role identified for this
City in the Plan;
NOW, THEREFORE; the Council of the City of Palo Alto does
RESOLVE as follows:
~CTION l. The Council of the City of Palo Alto concurs in
the principles and objectives of :tJle Plan, including the Addendum
dated September 20. 1976, for the purposes of Section 66730,
California State Government Code.

S£<.:l'I0l~ 2. The Palo Alto City Council reiterates its commitment
to pursuing resource and energy recovery methods.
SECTION 3. The Palo Alto City Council views with great concern
the diminishing sites available for solid waste disposal and has
directed its staff to meet with the six North County cities to work
toward formulation of the proposed Joint Powers Authority at the
earliest stage.
S~CTION 4. The Council of the City of Palo Alto hereby deter-
mines that this is not a project as defined in Section 11.04.130
of the P~lo Alto Municipal Code and therefore no environmental im-
pact assessment is necessary.
S~CTION s. The Council of the City of Palo Alto directs the
City Clerk to forward a certified copy of this resolution to the
Santa Clara County Board of Supervisors.
