RESOLUTION NO. 5261
RESOLUTION OF THE COUNCIL OF THE CITY -OF PALO ALTO
ENDORSING PROPOSITIONS 3 AND 12 ON THE BALLOT FOR
THE NOVEMBER 2, 1976 GENERAL ELECTION RE HOME IN-
SULATION AND SOLAR ENERGY UTILIZATION
WHEREAS, insulation can save up to ~ifty percent of the
energy required for heating and cooling of most homes, reduce
the cost of utilities, and conserve natural gas; and
WHLREAS, solar heating and cooling systems are available
throughout California and can bring additional utility and
natural gas resource savings; and
WHEREAS, many California residents who desire to insulate
their homes or to install solar heating and cooling systems to
help conserve energy are unable to obtain loans at a cost they
can afford; and
' WHEREAS, the citizens should have protection through pub-
lished performance standards for solar heating and cooling
syste.'llS and the State should conduct a program of education
regarding solar heating and cooling capabilities;
NOW, TBEREFORE, IT IS HEREBY .RESOLVED that the Council of
the City of Palo Alto endorses Propositions 3 and 12 which
appear on the ballot for the November 2 1 1976 general election
and which, if passed, would provide loans at less than market
rate for insulation or solar heating and cooling systems in
uomes and would provide for a program to adopt performance
standards for solar heating and cooling systems and information
for California citizens.
