HomeMy WebLinkAboutRESO 5247' , -.. 9 OIJJGINAL RESOLUTION NO. 5247 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO CALLING A SPECIAL ELECTION FOR NOVEMBER 2, 1976 -UNDER AnTICLE 34 OF THE CALIFORNIA CONSTITUTION AND REQUESTI!~G THE BOAP.D OF SUPERVISORS TO CONSOLI- DATE SAID ELECTION WITH THE GENERAL ELECTION TO BE HELD ON NOVEMBER 2, 1976 WHEREAS, it is the desire of the C:i·ty Council to submit a measure to the electors of the City of Palo Alto at a special election to be held November 2, 1976, NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SEC'IION 1. That the following measure shall be submitted to the electors of the City of Palo Alto at a special election to be held November 2, 1976, to be designated as City of Palo Alto Measure : CITY OF PALO ALTO !-'.EA SURE In conformance with Article XXXIV of the California Constitution, shall a private organization, with assistance from the California Housing Finance Agency, and subject to City approvals, develop, construct and acquire the 69 dwelling-unit Webster Wood apartment project in the City of Palo Alto in the block bounded by Middlefield, Webster, Addison and Channing, not more than 69 units (but not necessarily all) of which will be for living accommodations for "persons or families who lack -the amo.unt of income which is necessary to enable them, without financial assistance, to live in decent, safe and sanitary dwellings, without over- crowding," including senior citizens, the handicapped and disabled? For the Measure Against the Measure SECTION 2, If a majority of the qualified voters voting at said election shall vote in favor of CITY OF PALO ALTO MEASURE , it shall be deemed ratified and said development shall be allowed to proceed subject to the conditions of said measure. SECTION 3. The City Clerk hereby is directed to .cause said proposed measure to be published once in the Palo Alto Times, a newspaper of general circulation within the City of Palo Alto, and all editions thereof during the day of publication, said advertising in said newspaper to be completed not less than forty (40) nor more than sixty (60) days prior to the date fixed for said election1 -Said City Clerk hereby also is direct.ed to cause copies of said measure to be printed in convenient pamphlet form and in type of not less than 10 point and to cause copies thereof to be mailed to each of the qualified electors of the City of Palo Alto1 And said City Clerk also shall publish all such other notices and do all such other things as may be required to submit such measure to said elector~ at said election. ----------------------------------• -2- SECTIO?J 4. The Board of Supervi$ors of the County of Santa Clara hereby is reque~ted to order the consolidation of said election with the general election to be held on November 2, 1976, and to authorize the r~gistrar of voters of Santa Clara County to provide necessary services relating to the election. SECTION 5. The City Attorney is authorized and directed to prepare an impartial analysis of this measure pursuant to Elections Code Section 5010·. 5. SECTION 6. The Council finds that this is not a project as defined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental impact assessment is necessary.
